Job Description

AECOM is seeking a Project Controls Manager to be based in Fresno, CA .

SUMMARY:

The Project Controls Manager primarily reviews, verifies scope, schedule, cost, and risk elements of the assigned region against the client's program baseline. This includes assessing the monthly progress of work and deliverables against the baseline schedule, assessing the change to existing and pending contracts, and projects, verifying the change impacts evaluated by the Project Construction Management team and any applicable parties responsible to deliver projects in accordance with the program baseline. This position also will liaise between branches and the Delivery Pillars (i.e., Rail, Infrastructure Delivery, Strategic Delivery, Planning/Sustainability). This position will support program management scheduling, claims, and forensic delay analyses required to determine merit and quantification of any potential time extension requests.

RESPONSIBILITIES:

+ Provide critical analysis, recommendations, risk assessment, and other key factors to support the project control functions in an assigned region

+ Review and assess schedule updates, determine, and identifies schedule variance

+ Assess delivery pillar performance against the program baseline

+ Guarantee the accuracy and quality of all performance management reporting from the assigned region

+ Review and assess change notices, potential change orders, or other change notifications for impacts against the Baseline Schedules

+ Perform forensic delay analyses and develop summary of findings

+ Develop delay causation reports documenting the chronology of events related to project delays/cost impacts

+ Train and manage other scheduling team members on forensic schedule analysis and causation analysis development

+ Provide recommendations on how to improve the schedule review and tracking process

+ Provide recommendations for increased schedule reliability and identify longest path and critical schedule activities

+ Perform review and analysis of the construction schedule for risk identification, risk review, and risk assessments including providing recommendations on appropriate actions

+ Prepare and maintain regional schedules to accurately report the regional schedule data

+ Develop what-if scenario schedules and scenario analysis providing reasonable and realistic schedule forecasts

+ Review contractors' claims and assist with responses and potential rebuttals

Qualifications

MINIMUM REQUIREMENTS:

+ BA/BS + 8 years of relevant experience or demonstrated equivalency of experience and/or education

PREFERRED QUALIFICATIONS:

+ Bachelor's degree in civil engineering or construction science/management or relevant discipline

+ 10+ years of progressive experience in civil construction or relevant field with increasing responsibility

+ Knowledge of principles and practices of project controls and management of project control teams for a large-scale civil construction project and ability to carry out cost, schedule, and risk analysis

+ Proven accuracy, reliability, and completeness in job accomplishment

+ Effective oral and written communication skills

+ Knowledge of schedule analysis and must be highly proficient in Primavera P6 software, delay analyses principles and expert report development for complex civil construction projects, claims management and support, civil construction contracts

+ Proven written project reporting skills

+ Must be able to interface with a variety of people with different technical levels and educational backgrounds

+ Must be able to produce accurate and timely results

+ Degree focused on civil construction management, or Engineering preferred

+ Proficiency and knowledge of computer software applications

+ Familiarity with transportation projects and disciplines

+ Professional certification as scheduling professional and/or engineer is preferable

+ Work experience on large programs with proven track record

+ Experience and subject matter expertise in delay analysis methodologies

Additional Information

+ Travel may be required for this position.

Offered compensation will be based on location and individual qualifications. The expected range is $95,656.00 - $176,964.00.
