The essential duties and Fair Labor Standards Act (FLSA) designation may vary based on the specific tasks assigned as determined by the City of El Mirage.This is the second level in a four-level Maintenance and Operations - Utilities classification series devoted to maintaining water production and distribution systems. This classification level has three competency ranks. DISTINGUISHING CHARACTERISTICSOrganizational Role: Paraprofessional-OperationalSupervision Exercised: NoneBudget Authority: None Competency Ranks: Utilities Operator; Utilities Operator, Senior; Utilities Operator, PrincipalEssential FunctionsThe following are intended to describe core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the City's needs.
  • Performs emergency line repairs.
  • Inspects and maintains well sites, booster pump stations, and water tanks.
  • Operates and maintains process equipment and fire hydrants.
  • Performs utility locate request and blue staking.
  • Inspects and maintains lift stations, sewer collection, and flood irrigation systems.
  • Maintains grounds and facilities by cleaning and repairing buildings, completing grounds maintenance, landscaping, and painting.
  • Follows standard operating procedures for operation, repair, and maintenance activities.
  • Reads and interprets technical manuals and instructions.
  • Enters data and maintains logs and records.
  • Provides customer service.
  • Performs related work as assigned.
KNOWLEDGE
  • Methods, equipment, materials, tools, and standard practices for the operation of water/wastewater systems.
  • Water and wastewater facilities emergency procedures.
  • Occupational hazards and applicable safety principles and practices.
  • Uses and properties of supplies and equipment.
  • Blue stake laws and underground utility identification practices, as assigned.
  • Proper use and disposal of hazardous materials in accordance with established guidelines.
  • Confined space entry procedures, as assigned.
  • Safe driving practices and geography of the city.
  • Maintaining logs and records.
  • Basic math to calculate measurements, add, subtract, multiply and divide.
  • Operation of small hand and power tools.
  • Operating a computer.
  • SCADA systems, as assigned.

Minimum QualificationsEducation and Experience: High school diploma or GED and 1 year of maintenance experience which includes treatment or operator or collection/production/distribution experience or may substitute equivalent education and experience. Certifications/Licenses:
  • Arizona Class D Driver's License.
  • Arizona Class A Commercial Driver's License (CDL) with tanker endorsement within 12 months of hire.
  • Arizona Department Environmental Quality (ADEQ) Water Treatment or Distribution Grade 1 certification.
