Job Description

The Oklahoma Water Resources Board is a state agency responsible for overseeing the complex mission of managing, monitoring, planning for and financing the state's water resources and infrastructure towards reliable future supplies that support strong communities, commerce, and the environment. The agency is seeking a full-time Administrative Programs Officer to join our family of professionals in delivering exceptional services and expertise to Oklahomans.

Position: Administrative Programs Officer (E12A)

Division: Financial Assistance Division

Section: Loans & Grants

Location of Work: 3800 Classen Boulevard; Oklahoma City, OK 73118

Trial Period: 12 months in accordance with (OAC) 260:130-19-30

This position involves managing the full lifecycle of grant programs within the Financial Assistance Division, including ensuring compliance with federal, state, and local regulations. Key responsibilities include providing guidance to grant recipients, facilitating effective communication with stakeholders, and aligning program objectives with organizational goals to ensure successful implementation and oversight of grant activities.

Typical Job Functions:

* Identify eligible projects from Project Priority Lists.

* Review grant applications.

* Create Board documents for review and revision per Division Chief.

* Present Board ready projects at the Division Meeting.

* Coordinate with Operations and Grants Manager to review and select grant recipients and process grant payment requests.

* Send out an approval letter and agreement with a copy of the Board Order and accompanying documentation to grant recipient and their consulting engineer.

* Update IFS as needed to change application status to approved and set task list dates, contacts, etc.

* Coordinate meetings before and after the project begins.

* Track, keep record, and create reports of grant progress through the grant cycle in compliance with federal requirements.

* Track expenses in the audit spreadsheet for each active grant.

* Assist in reviewing legal documents.

* Other duties assigned.

Knowledge, Skills, Abilities, and Competencies

Knowledge, Skills, and Abilities required at this level include knowledge of the methods of organization and management; of public administration; of agency policies and procedures; of grant or contract program requirements; of the legislative process; of basic research and statistical techniques; of federal and state laws and regulations relating to administration of assigned programs; and of supervisory principles and practices. Ability is required to establish and maintain effective working relationships with others; to communicate effectively, both orally and in writing; to establish and develop training programs; to exercise good judgment in analyzing situations and making decisions; to organize and present facts and opinions; to plan, direct, and review the work of others; to analyze complex situations and make responsible decisions; and to coordinate the work of organizational units.

Proficient with Microsoft Office Suite.

Education and Experience

Education and Experience requirements at this level consist of a bachelor's degree and four years of professional. Experience in business or public administration, including one year in a supervisory or administrative capacity; or an equivalent combination of education and experience, substituting one year of technical administrative or professional experience in business or public administration for each year of the required education. One year of technical administrative experience may be applied for one year only of the required experience. Technical administrative experience would include highly complex clerical work gained under the direct supervision of a professional supervisor or manager.
