Position Function:
The Property, Receiving & Mail Services Manager acts as the deputy to the Director of Property, Receiving & Mail Services, overseeing the department's operations. This role involves coordinating and managing key functions such as budget preparation and administration, fiscal and business planning, and resource management for Property, Receiving & Mail Services.
Additionally, the manager develops and implements integrated operating policies and procedures to ensure compliance with all university policies and procedures.

Essential Duties and Responsibilities:
The following are examples are intended as illustrations only of the various types of duties

1. Provides day to day operational oversight and managerial supervision to all three functional areas. Supervises personnel, including work allocation, training, problem
resolution, performance evaluation, and motivation.
2. Manages the daily financial activities of the department, including budget preparation, control, accounting, purchasing, and business planning. Ensures compliance with
university policies, procedures, and state/federal regulations and coordinates internal
financial reporting systems, financial controls, and management information systems with
the university's automated systems.
3. Manages departmental process shifts that integrated with the asset management system, to ensure continuity and coordinates with the administrative departments.
4. Prepares reports and special analyses for management, presenting recommendations for changes, improvements, monetary control, and budget adherence.
5. Oversees property acquisition and disposal transactions, ensuring timely and accurate
reporting to the Office of the State Auditor, Property Division.
6. Responsible for property audits, ensuring compliance with state and federal regulations.
Develops audit plans and directs audits, evaluating findings and presenting results and
recommendations to administration. Serves as the primary contact with external
organizations conducting audits, program reviews, and other property control and asset
management activities.
7. Participates in policy development and planning, implementing projects and programs to achieve departmental goals and coordinates personnel actions, ensuring compliance with university policies, procedures, and state/federal regulations.
8. Develops the department website to provide instructional resources, procedures manuals, and timely news to the university community and outside entities. This also includes develop and maintain instructional resource materials, disseminating them to university personnel.
9. Ensures accurate data collection for vehicle fleet reports, providing required monthly
reports to IHL. IHL, in turn, provides this information to the Mississippi Legislature as required by state statute.
10. Coordinates with the Director - Reporting, Planning & Analysis for maintaining the accuracy of construction in progress and Land and Building reports. 11. Functions as a liaison between Receiving and Property Control, Sponsored Programs Accounting, the Office of Sponsored Projects, and Procurement to ensure efficient asset management. 12. Develops, implements, and supports business processes to ensure university compliance with fixed asset inventory laws and IHL policies. 13. Performs miscellaneous job-related duties as assigned.
Minimum Qualifications:
1. Bachelor's degree in accounting, business management, economics or related field.
2.Five years of experience that is directly related to the duties and responsibilities specified.
3.Must have held positions of significant responsibility within the past three years and have had at least 1-3 supervisory/leadership experience or have education that would compare to this level of experience.
Any equivalent combination of related experience and/or education approved by the Department of Human Resources Management.
Preferred Qualifications:
A master's degree in a related field is required. Candidates should have previous experience with BANNER, fixed-asset reporting, financial reconciliation activities, freight delivery functions, and audit-related activities. Additionally, relevant certifications in asset management or fleet management, such as those from the National Property Management Association (CFFS, CPPS, CPPA, or CPPM), are highly desirable.
Knowledge, Skills, and Abilities:
1. Strategic business planning and business management skills.
2. Knowledge of computerized information systems used in
financial/accounting/fixed-asset applications.
3. Ability to develop effective plans and analyses.
4. Knowledge of budgeting and fiscal management principles and procedures.
5. Knowledge of accounting concepts and principles.
6. Skill in use of computers (preferably in a PC, Windows-based operating
environment.
7. Skill in organizing resources and establishing priorities based on deadline-oriented
activities.
8. Skill in evaluating and developing new operations and procedures as warranted.
9. Skill in developing and implementing new functional strategies and procedures. 10. Knowledge of university accounting procedures involving procurement, travel and employment. 11. Excellent oral and written communications skills and interpersonal skills.

predictable; priorities can be anticipated; some interruptions are present; involves
occasional exposure to demands and pressures from persons other than immediate
supervisor; frequent evening and weekend work is required.

* Job occasionally requires standing, walking, stooping/kneeling/crouching/crawling, and lifting to 25 pounds.
