Job DescriptionPerforms responsible, skilled work coordinating, managing, and participating in the day-to-day field operations of a field crew. Field operations may include but not limited to the following functions: resurfacing, asphalt base repair, maintenance and patching of roadways, Central Business District (CBD) maintenance activities, mowing operations, and concrete operations for the Street Maintenance Division. Does related work as required including leaf collection, snow removal, and furniture market cleanup. Work is performed under regular supervision of the Street Maintenance Supervisor. Supervision and work guidance is provided for a crew of up to twelve (12) subordinate workers.Essential Tasks* Leads and participates in the completion of daily assignments in the work of unskilled and semi-skilled workers in the basic resurfacing, repair, maintenance, patching of roadways maintained by the City, mowing operations including the use of herbicides, concrete/masonry operations including but not limited to sidewalk, curb/gutter, and other varied masonry projects;* Performs and assists in performing maintenance, repair, installation and/or construction tasks;* Performs related work with Central Business District (CBD) cleanup and maintenance activities;* Reviews job/project requirements and detailed instructions from supervisor;* Prepares complete daily work reports with details of actual work performed;* Trains and instructs subordinates; Completes written draft of performance evaluations for staff and reviews with Supervisor.* Provides guidance and supervision of Motor Equipment Operators I, II, III and brick mason.* Trains Motor Equipment Operators in the operation of equipment.* Operates heavy vehicles requiring commercial driver's license (CDL), road tractor and tanker, lowboys, heavy front-end loaders, trackhoe, large dozers, and tandem 10 yd. dump truck, backhoes, etc., to perform maintenance activities on streets/roadways as necessary and to transport other employees, materials and supplies to work sites.* Oversees and assists in the maintenance and cleaning of assigned equipment, buildings, etc.* Must be able to coordinate and deal with the public and citizens.* Uses hand tools, including but not limited to hoes, shovels, rakes and other tools needed to perform various types of manual labor.* Supervises crews for the collection of leaves, snow and storm debris removal.* Coordinates paving and/or patching operations;* Ensures crew is following proper traffic control practices as established by MUTCD and the City Safety Standards and Policies.* Ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies.QualificationsQualifications* Formal Education* High School Diploma or GED equivalent.* Supervision* Must have at least two (2) years of experience in a Lead role and/or supervisory experience in order to lead, supervise and communicate with semi-skilled, unskilled workers and motor equipment operators; to accept responsibility for self and crew to ensure quality work performed to City standards.* Must have at least two (2) years of experience operating heavy motorized equipment.* Must have at least two (2) years of experience in semi-skilled streets/roadways related maintenance/construction work.* Must have at least two (2) years of experience maintaining inventory and the use of traffic control equipment.* Must be 21 years of age.* Must be able to lift 50 pounds.* Must have good knowledge of traffic rules and regulations and safety rules and regulations.* Must have comprehensive knowledge of the methods and practices of equipment and tools, construction, repair and/or maintenance of streets/roadways infrastructure; of occupational hazards and safety precautions of the work and related equipment operations.* Must have skill in the use of the equipment and tools of the trade.* Must have ability to understand as-builts, street location maps and detailed reports.* Must be able to successfully complete courses in streets/roadways construction/maintenance, safety, snow removal, storm debris cleanup, supervision, and other related courses from APWA, ITRE and other agencies.* Must be able to work in extreme weather conditions for long periods of time.* Must be able to work On-Call.* Certifications* Must be able to obtain Standard First Aid/CPR certification.* Must have (CDL) Class A issued by the State of North Carolina. Must have good driving and safety records.Preferred Qualifications* English and Spanish Language skillsPhysical Requirements* Hearing/Speaking -Expressing and/or receiving information by means of spoken word are both necessary to converse with supervisor, other employees, property owners and the public in person and by telephone.* Must be able to hear over noise of operating motors and equipment to give directives or respond to employees' questions.* Visual ability-The ability to perceive the nature of objects by the eye. Recommended guidelines for vision are:1. Acuity, far: Clarity of vision at 20 feet or more. Necessary to recognize and respond to questions asked by persons from a distance. Both eyes 20/25 - R 20/30 - L 20/30 corrected.2. Acuity, near: Clarity of vision at 20 inches or less. Necessary to work at drafting table and computer terminal. Both eyes 20/25 corrected.3. Depth Perception: Three-dimensional vision. Ability to judge distance and space relationships so as to see objects where and as they actually are. Must be able to judge distances so as to use both hands in performing different tasks at the same time and to operate the equipment safely.4. Field of Vision: Area that can be seen up and down or to right or left while eyes are fixed on a given point. Must be able to see wide span of area to cover traffic and people entering and leaving the work area to ensure safety.* Accommodation: Adjustment of lens of eye to bring an object into sharp focus. This is especially important when doing near-point work while glancing up to check entire work area. Must be able to adjust the eye lens to glance quickly from equipment and the immediate work area to people or other equipment which are located at varying distances.* Physical Strength- degree of physical demands typically associated with this position include:* Heavy Work:* Exerting considerable force, from 20 to 50 pounds constantly, and 100 pounds or more of force occasionally with assistance, in operation of light and heavy motorized equipment and hand tools.Type of Physical Demands usually associated with this classification:* Reaching, Handling, and Fingering: All are requirements of this job.* Reaching - Extending the hand(s) and arm(s) in any direction).* Handling - Seizing, holding, grasping, turning, or otherwise working with hand or hands (fingering not involved).* Fingering - Picking, pinching, or otherwise working with fingers primarily (rather than the whole hand or arm as in handling).* Physical demand requirements usually require sitting although when performing other tasks, the worker will be required to walk, stand, bend, stoop, stretch, squat, climb and reach.* There is significant use of arms, hands, legs and feet.* Talking and/or Hearing: Both necessary to converse with other employees and supervisor working together to accomplish tasks.* Talking - Expressing or exchanging ideas by means of spoken word).* Hearing - Perceiving nature of sounds by ear). Must be able to hear over noise of motor to respond in the event there is a mechanical warning, or someone calls out a warning while employee is operating equipment.Mental Activity/Requirements* Reasoning* Ability associated with this classification: Ability to apply principles of logical thinking to work tasks and handle practical situations and requests made by supervisor; to comprehend and respond to a variety of situations in an expedient manner. Ability to understand and follow oral and written directives and perform the relative tasks. As a supervisor, must be able to be make responsible decisions so good judgment is extremely important.* Mathematics Ability* Ability usually associated with this classification: Must be able to count and figure the amounts of materials needed for assignments.* Language Ability* The ability to speak, read and write the English Language are required for this position.Ability to be conversant in voice and diction to participate in discussions with supervisor, subordinates, other employees and the general public. Must be able to communicate clearly and rapidly during emergency situations in person and by two-way radio.* Read: Ability to read operators' manuals, safety rules and regulations, City Personnel Resolution, instructions, directions, street names and signs, city street location maps, detailed reports and other documents relating to job.* Write: Ability to write instructions and/or directives as received, notes pertaining to the job, completed assignments on a work log and messages.Environmental Conditions* Physical Surroundings* The Street Maintenance Crew Lead is exposed to the various weather conditions and temperatures. The worker will be exposed to weather which is extremely hot and extremely cold, rain, sleet, ice, snow, high winds, flooding, and fog. The position is best suited for someone who doesn't mind getting hot, cold, wet, dirty and sweaty.* Hazards* The Street Maintenance Crew Lead may be exposed to trash, garbage, sludge, flowers, trees, grass, dirt, chemicals, fertilizers, mulch, debris and insects, dust, etc. and will often work in confined spaces.
