JOB TITLE: Sergeant

JOB SUMMARY: The Public Safety Sergeant supervises and performs safety, loss prevention, parking and traffic control duties on the campus, and property controlled by the University, conducting regular vehicular and foot patrols and responding to emergency situations as appropriate. The Public Safety Sergeant enforces University parking and traffic regulations, provides directions and information, and renders assistance (including CPR/AED and first aid) to students, faculty, staff and visitors to campus. The Public Safety Sergeant is instrumental in crime and theft prevention/reduction through active community policing efforts which include, but are not limited to making building visits, and having positive interaction with the general student, faculty, and staff population.
The Public Safety Sergeant is in charge of their assigned shift and directly supervises two public safety officers while working their shift. The Public Safety Sergeant is responsible for all payroll, scheduling, performance reviews and enforcing policies of the department as well as the policies of Evangel University.

DUTIES & RESPONSIBILITIES:
1. Maintains a safe and secure campus environment for students, faculty, staff and visitors as well as University buildings, facilities, and grounds by regularly patrolling assigned areas, observing for unauthorized personnel or activities, enforcing University rules, regulations and policies and reporting violations to appropriate authority, checking doors and locks for proper operation, securing and locking buildings and windows as directed, rendering assistance and responding to emergency situations as appropriate.
2. Reduces the potential for the injury, loss of life, property theft, and/or destruction of property by conducting visual surveys while conducting area checks and patrols for potentially dangerous or unsafe areas, buildings, and conditions, (e.g., inoperative lighting, unlocked doors, insecure stairway railing, etc.), routinely inspecting all firefighting/prevention equipment, conducting fire inspections for hazardous materials or conditions, and making on-the-spot corrections if possible or reporting the conditions to an appropriate authority for correction.
3. Enforces University parking and traffic regulations by being knowledgeable of the parking and traffic regulations, advising faculty, students, staff and visitors about the parking rules and regulations, issuing parking tickets, arranging for improperly parked vehicles to be towed from campus and for bicycles to be secured and issued a violation notice, rendering assistance during traffic accidents and preparing reports regarding on-campus traffic accidents.
4. Assists in responding to weather, fire, medical, and security emergencies as well as natural disasters by following procedures prescribed in the Emergency Handbook for those emergencies or as directed by the Lieutenant or Director of Public Safety.
5. Renders assistance to injured students, faculty, staff, and visitors to campus by obtaining and maintaining certification in cardiopulmonary resuscitation (CPR/AED) and first aid, performing CPR or rendering first aid to the injured person(s), determining the need for medical attention beyond the capability to provide, contacting the appropriate agency/office to facilitate emergency medical attention, and remaining with the injured person(s) until relieved by an appropriate authority.
6. Promotes an awareness of safety issues by talking to students, faculty, staff and other public groups and by distributing informational materials regarding safety during normal patrol duties, and conducting briefings or training as scheduled by the Lieutenant or Director of Public Safety.
7. Promotes a positive image of the University by providing directions and information to students, faculty, staff and visitors to campus regarding campus locations, facilities, and activities and rendering such assistance as requested within capability to provide (e.g., battery jumps for dead car batteries, use of telephone, etc.).
8. Ensures that information regarding changes to departmental procedures or policies, particularly regarding unique or special up-coming events, is provided to successive shifts by briefing the subsequent shift regarding such changes and any other information gathered during the shift which may be useful or appropriate.
9. Supports the Public Safety Department by serving as an instructor of departmental personnel during initial and in-service training as directed by the Lieutenant or Director of Public Safety.
10. Remain competent and current through self-directed professional reading, attending professional development courses, and attending training and/or courses required by the Lieutenant or Director of Public Safety.
11. Maintains proficiency in safe use of firearms by maintaining department standards with regard to qualifications with firearms.
12. Serves as a Campus Security Authority for purposes of Clery Act compliance.
13. Contributes to the overall success and morale of the Public Safety Department by adhering to Policies and Procedures and performing all other duties and responsibilities as assigned in a professional manner.
14. Performs all supervisory duties for their assigned shift.
15. Performs other duties as assigned.
QUALIFICATIONS/EXPERIENCE: Education: A high school diploma or the equivalent is required.
Experience: At least two years of experience is required in positions involving safety and security operations, parking and traffic control, fire prevention or related fields (e.g., law enforcement, hotel security, airport gate security, department store security, private security firm, parking garage attendants, military police experience). Law Enforcement or Criminal Justice education may be considered as a substitute for experience on a case-by-case basis. Supervisory experience preferred.
Skills: Good oral and written communication skills are required. Excellent interpersonal skills are required. Requires the ability to work without constant supervision and within a framework of specific guidelines. Must have a knowledge of methods and procedures related to security and safety activities, including patrol, crime prevention, criminal investigation, and traffic control. Must have the ability to react quickly and appropriately to emergencies and threatening situations, make accurate observations and remember details of situations and individual, and correctly interpret and apply policies, laws, rules, ordinances, and regulations to individual circumstances. Must learn to operate the full range of department emergency vehicles, develop knowledge of campus buildings and geography, and work effectively as a team member and individual.
Effort: Requires extended periods of standing, the ability to move quickly throughout campus on foot, including climbing stairs in all University buildings. Requires the ability to lift and carry equipment weighing up to 50 pounds. Work is performed primarily out-of-doors, in varied weather conditions.
