  • Graduation from a regionally accredited or New York State registered college or university with a Master's degree in Human Resources, Public Administration, Business Administration or a closely related field and five (5) years of related management and supervisory experience; OR
  • Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree and ten (10) years of full-time technical experience in Human Resources and Public Personnel Administration; OR
  • An equivalent combination of education, training and experience between the limits of (A) and (B) above.

Under the direction of the Assistant Superintendent for Business, the Senior Personnel Administrator will plan, organize, control, and direct the operations, activities, and services of all the functions of the Human Resources Department. The Senior Personnel Administrator will coordinate and direct personnel, resources, communications, and information to meet district needs. The Senior Personnel Administrator will also supervise and evaluate the performance of assigned personnel and will sit on the Superintendent's cabinet, helping to shape and drive initiatives across the organization. RESPONSIBILITIES: The following is indicative of the level and types of activities performed by positions in this title. It is not meant to be all inclusive and does not preclude a supervisor from assigning activities not listed which could reasonably be expected to be performed by an employee in this title:
    • Builds and implements strategic plans to recruit, hire, and retain high-impact instructional and support personnel, including marketing, partnerships, and talent acquisition events;
    • Oversees the development of a strategic recruitment plan that promotes a diverse workplace;
    • Directs the planning and implementations of policies and procedures, including recruitment, certifications, employment, processing, benefits, record maintenance, assignment, evaluation, and dismissal;
    • Work collaboratively with the Executive Director of Business on employee benefits and other related programs;
    • Serves as the district's labor relations lead;
    • Serves as a member of the district negotiating team;
    • Facilitates the teacher observation process outlined in the APPR agreement;
    • Evaluates staff in accordance with the district's performance evaluation system;
    • Participates in Superintendent's cabinet meetings to assist in formulation, implementation, and evaluation of appropriate policies and procedures concerning the school district;
    • Compiles data and prepares salary plans for administration's review and approval;
    • Provides pre-retirement counseling to employees;
    • Prepares and maintains personnel manual in a Senior Management capacity;
    • May be responsible for Equal Employment Opportunity compliance and diversity initiatives, and recruitment;
    • Advises elected officials, department heads and e employees on personnel and civil service matters;
    • Coordinates all civil service reporting activities, serving as liaison between department heads and the Senior County Personnel Department;
    • Prepares a variety of reports, Personnel Department budget, etc.;
    • Generates creative solutions to district personnel challenges;
    • Prepares recommendations for school board meeting agendas and attends school board meetings;
    • Leads and monitors department in progress toward attainment of district strategic goals and objectives;
    • Interprets and applies local, state, and/or federal legislation, requirements, and standards to district programs and services;
    • Interacts with and seeks advice when needed with District Counsel.
    APPOINTMENT: Appointment will be made by the Board of Education upon the recommendation of the Superintendent following assessment of training, experience, certifications, credentials and evaluation of service. Personal interviews shall be conducted where appropriate.
