SUMMARY

Assists the Street Department Manager in planning, organizing, directing, and controlling the activities of the department and personnel. Assists in the development of department policies and procedures for the operation of the Street Department, conducts inspections, maintaining daily logs, monitoring work schedules, traffic control plans and right of way permits. Assumes the responsibilities of the Street Department Manager during his/her absence.

Levels of responsibility

Supervisory Responsibility: 5 direct reporting Crew Leaders, 30 total personnel

Annual Budget: $5,000,000.00 -$7,000,000.00

Responsible Asset Value: Equipment/Vehicles - $8.2 Million

Technology Knowledge: Tyler Enterprise ERP, BambooHR, Executime, Microsoft Office including Outlook, Excel, PowerPoint, and Word, Workorder Management System, Esri products, Bluebeam, and Adobe.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Reporting relationships, work assignments, and work schedules may be subject to change in order to meet City needs or operational requirements. Attendance at work and the ability to get along with the public, supervisors, and co-workers are essential elements of this position. A wide degree of professional creativity and operational latitude is required and expected; must be able to work autonomously, with minimal supervision. Other duties may be assigned.

Inspects and observes work in progress and finished installations related to City permitted street bores, street cuts, or special projects and ensures that repair procedures are followed, and materials used conform to City specifications.

Schedules, monitors, and logs the daily street sweeping routes and activities, keeping accurate records for EPA Phase 2 reporting requirements.

Inspects work areas to determine type of work required and materials and equipment to be used.

Directs workers in projects such as construction of ditches, roadways and grading drainage areas.

Assigns or delegates work tasks and responsibilities to employees as needed.

Interprets job orders to workers and assigns duties. Establishes or adjusts work procedures to meet production schedules.

Orders parts, tools, materials, and all items necessary for workers to complete the job.

Oversees and (as necessary) participates in street department operations including street resurfacing, patching pot holes, repairing street cuts, drainage work and grading of dirt roads.

Trains employees in methods and procedures of proper street maintenance.

Oversees the work of Contractors engaged in building or resurfacing City streets. Reports discrepancies to the Street Manager/ Deputy Transportation / Transportation Director.

Assures One-Call utility locates are performed prior to evacuation projects.

Confers with other supervisors to coordinate activities of individual departments.

Is subject to twenty-four (24) hour emergency call.

SUPERVISORY RESPONSIBILITIES

Manages 2 subordinate supervisors who supervise 4 Crew leaders, Construction Inspector, Street Mechanic, and administrative support personal. Is responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, training employees; planning, assigning and directing work; appraising performance rewarding and disciplining employees, addressing complaints and resolving problems.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

Associate's degree (A. A.) from a two-year college or university and seven (7) years related experience and/ training; or equivalent combination of education and experience.

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY

Able to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS

* Must have and maintain a valid driver's license.

* Must have a Class A CDL

* Ability to obtain Flagger Certification

* Ability to obtain Level I/II Road Scholar

* Ability to obtain ATSSA (TCT) Traffic Control Technician Certification

* Ability to obtain ATSSA (TCS) Traffic Control Supervisor Certification
