HOURLY RANGE: $26.125 - $37.569DISTINGUISHING FEATURES OF THE CLASS:The work involves providing public safety at buildings and property at the Erie County Medical Center Corporation (ECMCC) and off-campus ECMCC facilities to ensure the protection of staff, patients and visiting public. This is a public safety position responsible for patrolling and monitoring the activities to identify and prevent crimes and other disorders and is designated as a Peace Officer under Article 2.10 of the New York State Criminal Procedure Law. The incumbent identifies potentially dangerous situations and takes appropriate action to prevent or minimize danger to hospital property and injury to employees, visitors and patients. Work is performed under the direct supervision of the Senior Hospital Public Safety Officer or higher-level public safety employee but must exercise judgment in emergency situations or when supervision is not available.Does related work as required.TYPICAL WORK ACTIVITIES:Patrols buildings, parking lots, adjoining areas and off-campus ECMCC facilities to ensure the safety of employees, visitors, patients and property;Operates emergency vehicles;Makes arrests of individuals in violation of the law;Assists staff in controlling and restraining clients under the guidance of professional medical personnel;Observes parking lots and other areas adjoining ECMCC properties with closed-circuit television cameras;Removes disorderly persons from premises;Conducts searches of the facilities as required when threatening situations occur such as bomb threats;Carries defensive weapons with administrative approval such as department issued firearms, handcuffs and other authorized equipment;Provides security for payroll shipments, money draws, vaults containing valuables, money transfers, money transports and other ECMCC property;Performs daily duties such as logging incidents, completes police reports, obtains depositions and witness statements, and completes other forms and reports as required;Operates equipment such as, but not limited to, surveillance cameras and monitors, fire alarm systems, panic alarm systems, radio communication systems, computers, telephones;Operates computers to utilize Erie County Central Police Services programs and other electronic programs related to law enforcement;Responds to alarms of fire and performs duties necessary to protect life and property, including the use of fire suppression apparatus and evacuation of patients, visitors and staff;Responds to panic alarms to protect patients, staff and visitors;Responds to emergency situations within the facility and controls vehicles and/or pedestrian traffic;Inspects buildings and grounds for potential fire hazards or other safety problems;Performs duties relative to safety and fire protection such as safety inspections of equipment and the physical plant and immediate correction of hazards;Furnishes information and assistance to visitors, employees and patients;Enforces ECMCC policies and procedures as directed;Detects crime and pursues and apprehends violators;Investigates all emergencies, incidents, vehicle accidents, provides written reports, collects evidence and testifies in court cases.FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:Good knowledge of the practices and procedures used to ensure the maintenance, order and safety in public buildings; good knowledge of applicable laws and regulations such as criminal procedures, public health and mental health; working knowledge of fire safety practices; skilled in the use of first aid; skilled in the use of fire extinguishers and related firefighting equipment; ability to speak clearly; ability to be firm with visitors, clients and employees; ability to maintain harmonious relations with the public; ability to spend long periods of time standing or walking; ability to utilize a variety of public software applications; willingness to work nights or other unusual shifts; tact; courtesy; dependability; strength and agility; capable of performing the essential functions of the position with or without reasonable accommodation.MINIMUM QUALIFICATIONS:Graduation from high school or possession of a high school equivalency diploma and:
  • Completion of a minimum of thirty (30) semester credit hours from a regionally accredited or New York State registered college or university; or:
  • One (1) year of experience as a military police officer or law enforcement officer; or:
  • Successful completion of New York State Department of Criminal Justice Services-approved Pre-Employment Police Basic Training Course; or:
  • An equivalent combination of training and experience as defined by the limits of (A), (B) and (C).
  • NOTE 1: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.SPECIAL REQUIREMENTS:
    • United States Citizenship at time of application;
    • Resident of Erie County at time of application for exam, at time of appointment and residence maintained during employment;
    • Possession of a valid New York State Driver's License at time of appointment and maintenance throughout duration of employment;
    • Possession of a valid New York State Pistol Permit* at time of appointment and maintenance throughout duration of employment;
    • Completion of a firearms training course for Peace Officers within six (6) months of appointment and possession of qualification as a New York State Peace Officer within one (1) year of appointment and maintenance throughout duration of employment;
    • Subject to behavioral-based assessment, background investigation, medical exam and Division of Criminal Justice Services fingerprinting for appointment;
    • May be required to successfully complete a Physical Fitness Test for appointment;
    • Subject to applicable provisions of New York State Public Officers Law;
    • Possession of Basic Life Support (BLS) Certification before completion of the probationary period and maintenance throughout duration of permanent appointment;
    NOTE 2: *Possession of a valid New York State Pistol Permit is required in order to complete a firearms training course for Peace Officers.NOTE 3: In consideration of the need for strict ethics and in recognition of the industry standard for Law Enforcement there will be zero tolerance for the use of illegal drugs by the members of the Erie County Medical Center Security and Safety Management Department. All employees employed in said titles at ECMCC shall be subject to random drug testing pursuant to a random testing policy agreed to between ECMCC and the AFSCME Union. Illegal drugs are any drug or controlled substance which is (1) not legally obtainable or (2) is legally obtainable but was not legally obtained. Any positive test for illegal drug use having been independently tested twice and confirmed as positive without any prescription or other legally acceptable documentation for the use of the substance found in the test could result in termination of employment.
