Summary The Financial Manager serves as the principal financial advisor to the facility Director, Associate Director, Assistant Director, Associate Director of Patient Services, Chief of Staff, Deputy Chief of Staff, and 24 Service Chiefs. Financial Management Service provides financial services to a complex dual campus health care system which supports two Community Living Center Units; a residential domiciliary; a large Mental Health program, and ten Community Based Outpatient Clinics (CBOCs). Effective financial management is necessary to support the fundamental mission of the health care system which is to provide acute psychiatric care, outpatient care and long-term care for veterans through general health/medical programs, various medical specialty services, and allied health services. The Health Care Systems Financial Manager establishes, directs, and maintains an integrated program of financial staff services which contribute to effective management control, direction, and evaluation of the Health Care Systems operations, programs, and financial resources. The Financial Manager is also responsible for the supervision and control of all facility fiscal functions, to include General Ledger Accounting, Budget, Voucher Audit, Agent Cashier, Accounts Receivable, Employee Accounts, Managerial Cost Accounting (formerly the Decision Support System DSS ), Business Development, Revenue generation, Non-VA Medical Care Program, Timekeeping, General Post Fund, the facility Purchase Card/Travel Card Program and the Veterans Equitable Resource Allocation (VERA). Level of Managerial Authority - Full responsibility and authority for the formulation, justification and execution of financial plans for the operation of the Healthcare System, as well as compliance with guidelines and regulations provided by VA Central Office, Department of the Treasury, Office of Management and Budget (0MB), Comptroller General Decisions, and Appropriation Law for developing and implementing financial plans. Staff Management Responsibilities - The Financial Manager plans and directs the work to be accomplished by subordinates, assigns the work, evaluates the performance, gives advice, counsel, instruction, and career planning to subordinates, including the Health Care Systems Budget Analyst, Chief Accountant, Managerial Cost Accounting System Analyst, Program Specialist, Non-VA Care Supervisor, and Business Development and Revenue Generation staff Financial Management Functions - The Financial Manager is responsible for the operation of the Managerial Cost Accounting system which collects and distributes cost information for all services and processes the infom1ation to ultimately formulate Managerial Cost Accounting reports and related reports. Advisory Responsibilities - The most important aspect of the Financial Manager's relationship to management is that of providing timely financial information and advice required to make effective decisions for proper program planning. Knowledge Required by the position - Must have a professional knowledge of the theory, principles, concepts, and practices of accounting, to apply this knowledge to broad and difficult assignments. Supervisory Controls - Incumbent reports directly to the Associate Director, and ultimately to the facility Director. As a recognized financial management authority, the financial manager is subject only to administrative and policy direction concerning overall program priorities and objectives. Work Environment - The work is usually performed in an office setting. Basic Requirements for Positions with Accounting Responsibilities: A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (TRANSCRIPT REQUIRED) OR B. Combination of Education and Experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Background must include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; (TRANSCRIPT REQUIRED) or A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; (COPY OF CERTIFICATE REQUIRED) or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
