Introduction
The Maryland Insurance Administration (MIA) isan independent State agency that regulates Maryland's $46 billion insuranceindustry and protects consumers by monitoring and enforcing insurers' andinsurance professionals' compliance with State law. Staff members aresubject matter experts who serve as a resource for lawmakers, consumers, andother public and private entities.The MIA is charged with a broad range ofresponsibilities including the licensure of insurance carriers and insuranceproducers (brokers/agents) operating in Maryland, the conduct of financialexaminations of companies to monitor financial solvency, and the review andapproval of rates and contract forms. The MIA investigates reports of consumerfraud and consumer complaints about life, health, automobile, homeowners,and/or property insurance. Insurance carriers are subject to marketconduct examinations and other actions to monitor compliance with Marylandlaw. The MIA also has a unit dedicated to consumer education andoutreach, which participates in hundreds of events and reaches thousands ofindividual consumers annually.* This is a Management Service position thatserves at the pleasure of the Appointing Authority.

Main Purpose of Job
The Maryland Insurance Administration isrecruiting for the position of Associate Commissioner, Property &Casualty. The Associate Commissioner reports directly to the MarylandInsurance Commissioner and is the agency's senior staff subject matterexperton property & casualty insurance. The responsibilities ofthe Associate Commissioner, Property & Casualty include (i) oversight of the day-to-day operation of theProperty & Casualty Division; (ii) monitoring the health of the Marylandproperty and casualty market, including the availability and affordability ofinsurance; and (iii) engagement at the National Association of InsuranceCommissioners and other national groups on issues that impact Marylandconsumers. The Property & Casualty Division consists of the Consumer ComplaintsUnit, which investigates consumer complaints involving issues related to theirproperty and casualty insurance, and the Rates & Forms Unit which reviewsrate/rule and form filings forms form compliance with Maryland law. TheAssociate Commissioner also advises the Maryland Insurance Commissioner onvarious consumer and industry-related issues, including regulations andlegislation, and may prepare reports, and testify before, the General Assembly.
MINIMUM QUALIFICATIONS
Education: Possession of a Bachelor's degreefrom an accredited four-year college or university.Experience: At least 10 years of property andcasualty insurance related governmental or industry regulatory experience,including at least 5 years of supervisory/management experience.
DESIRED OR PREFERRED QUALIFICATIONS
Extensive knowledge of Maryland's property and casualty laws and regulations.Prior experience as senior level manager of an insurance company or insurance agency.Law Degree (Juris Doctor) strongly preferred.Excellent written and verbal communication and organizational skills.
