Supervising Professional Engineer

Job Summary: This is professional engineering work performing project management duties and supervising other professional engineering project managers responsible for oversight of complex applications for Environmental Resource Permits and Sovereign Lands.
Job duties include:
* Hires, trains, supervises, evaluates performance, and provides technical assistance and direction to subordinate staff. Reviews and signs-off on technical documents. Meets and communicates with staff regularly to ensure consistency and alignment with rules and Division procedures. Monitors, manages, and balances the overall workload with other supervising professional engineers. Facilitates the resolution of elevated projects and keeps leadership updated on projects of heightened concern. Participates in and supports the Division's performance goals and mission.
* Reviews the engineering portion of the larger and/or more complex applications for Environmental Resource Permits (ERPs) and Sovereign Submerged Lands (SSL). Assists, as needed, in the review of Consumptive Use Permits (CUPs). Responsibilities include reviewing construction plans/drawings, calculations, data, legal documents, and hydrologic modeling to determine if projects meet District criteria for water quality and flood protection; preparing technical staff reports and letters; conducting pre-application meetings; coordinating the review of projects with other review team; documenting project actions, activities, and pertinent information in e-Reg; and communicating regularly with appropriate leadership on projects of heightened concern.
* Reviews the engineering portion of the larger and/or more complex compliance and enforcement projects, to evaluate conformance with District rules and issued permits. Responsibilities include conducting periodic site inspections during and upon completion of project construction/implementation to monitor system conditions; evaluating compliance submittals; reviewing and evaluating monitoring reports; responding to complaints and public information requests; facilitating resolutions to non-compliance issues; performing permit determinations; writing technical reports and enforcement actions; reviewing legal documents and coordinating with legal staff; documenting compliance actions, activities and pertinent information in e-Reg; communicating regularly with appropriate leadership on compliance matters of heightened concern.
Skilled In: Collaborative problem solving; project management; application of ERP, SSL, and CUP rules; the ability to read maps and engineering drawings; use of ArcMap, the use of basic computer software; writing technical reports and letters; and effectively communicating with others within formal and informal settings. WORD, Excel; and in organizing projects.
Minimum Qualifications:
A bachelor's degree from an accredited college or university in environmental, civil, hydraulic, agricultural or water resource engineering, registration with the State of Florida as a Professional Engineer, one year of subsequent experience directly related to the field in which the position is assigned. Experience must include one year of leading a project team, coordinating activities of a workgroup, or serving as a team lead.
Physical Requirements/Working Environment:
Mostly office environment sitting at a desk and operating a personal computer to produce work products with some field visits as required. Field visits require enduring outdoor environments in uncomfortable temperatures, inclement weather, and remote locations.
License:
State of Florida Professional Engineer license
Valid State of Florida Driver's License.
Additional Details:
Starting Salary Range: $89,356.80 - $120,619.20
Starting salary is based on qualifications and experience.
