We empower our clients with practical and sustainable strategies that enhance their ability to deliver core services effectively.

We are seeking an Estimator with expertise in Professional Services contracts to join a key project with a major public transit client in Washington, DC. This role focuses on preparing Independent Cost Estimates (ICE) for transit and transportation projects, analyzing price proposals, and supporting negotiations as an Owner's agent. The ideal candidate will bring a collaborative mindset, strong communication skills, and hands-on experience with A&E firms and professional service scopes such as PM/CM and GEC.

Key Responsibilities

  • Independent Cost Estimates (ICE): Develop ICEs for Professional Services contracts related to Design Management and PM/CM services.
  • Proposal Review: Analyze and evaluate consultants' price proposals for conformance to scope, trends, and requirements.
  • Negotiations Support: Assist the client in negotiating price proposals for ongoing and new projects.
  • Scope Collaboration: Participate in scoping sessions to provide input on cost elements and estimate development.
  • Change Order Estimates: Prepare estimates for change orders to establish a negotiation baseline.
  • Variance Reports: Generate reports assessing and detailing variances in consultant bids.
  • Quality Assurance: Identify omissions or inconsistencies in estimates and ensure alignment with project specifications.
  • Software Utilization: Use appropriate tools and programs to calculate, record, and track estimates effectively; and recommend and implement improvements to tools.
  • Client Engagement: Attend meetings to address questions and ensure satisfaction with estimates and pricing.
  • Process Improvement: Recommend enhancements to cost estimating procedures to align estimates with actual costs.
  • Documentation: Follow quality and document control processes to deliver accurate and professional documentation.

Required Qualifications

  • Education: Bachelor's degree in Engineering, Construction Management, or a related field.
  • Experience: 8 years in cost estimating for professional services, preferably in transit/transportation.
  • Technical Skills: Advanced MS Excel proficiency; familiarity with MS Office tools.
  • Specialized Expertise:
  • Experience with staffing plans and budgets for professional services.
  • Knowledge of professional services procurement processes for public agencies.
  • Expertise in design and construction management contracts for public transit projects.
  • Location: Must be based in the Washington, DC area
  • Preferred Qualifications

    • Experience with detailed construction estimates.
    • Strong interpersonal, communication, and problem-solving skills.
    • Knowledge of the transit/transportation industry, particularly in project management or controls.
    • Proven ability to multi-task, work independently, and collaborate in a high-paced team environment.
    • Familiarity with developing scopes of work for transit projects.
    • Positive attitude and ability to work with diverse, multi-disciplinary teams.
