GENERAL RESPONSIBILITIES
Reporting directly to the Vice President for Student Services, this position acts as the Dean of Educational Opportunity Programs (TRIO Student Support Services, TRIO Upward Bound, African-American Male Scholars Initiative, and the Tutoring and Coaching Department) and oversees the implementation, development, planning and supervision of all programs and projects under the scope of responsibility. This position ensures the implementation of programs and projects in accordance with all federal regulations and other funder requirements. Duties include, but are not limited to the following:
* Manage and direct Educational Opportunity Programs by ensuring successful implementation, development, planning, and supervision of TRIO Student Support Services, TRIO Upward Bound, African-American Male Scholars Initiative, and Tutoring and Coaching. Work closely with program managers to develop, implement and manage programs, supervise and coordinate program activities, and coordinate services within each program.
* For grant-funded programs, ensure all services meet grant guidelines and procedures, and that services and documentation are in compliance with all requirements; ensure all grant data collection, compliance, reporting and evaluations are met in a timely manner; ensure accurate and timely documentation of all services provided and other related paperwork. Supervise and coordinate program activities by recruiting, training, and supervising program staff to ensure accurate and timely submission of required reports and program implementation in accordance with funder requirements. Supervise and evaluate program services.
* Working in collaboration with other leaders, create and implement programs designed to scale efforts designed to mitigate the effects of poverty on economic mobility; scale evidence-based interventions and work collaboratively with community partners to achieve targets and eliminate gaps.
* Ensure proper fiscal activities for all programs by maintaining expenditures within assigned budget guidelines. Plan, organize, coordinate, implement, review and evaluate each program's services in an efficient, cost effective manner.
* Work closely with managers to coordinate services within each program and create a cooperative working relationships. Maintain a cooperative relationship with college and external stakeholders, including but not limited to: other personnel, parents, program staff, and community agencies and organizations. Promote and direct outreach activities, conducting public meetings with small groups and individuals and making presentations to community groups. Establish and maintain liaisons with youth, parents, school staff and community members and organizations. Coordinate services with community-based programs and build collaborative relationships with diverse communities.
* Collaborate closely with the Greenville Tech Foundation to participate in activities designed to raise awareness of new and existing Educational Opportunity program work, goals and financial needs. Participate in donor meetings to raise funds, or otherwise solicit and gather monetary donations or other gifts for new and existing Educational Opportunity Programs. Other responsibilities include working closely with the Greenville Tech Foundation and the college's Office of Research and Grants to conduct research on potential donors and write grant proposals.
* Perform other job related duties as necessary to accomplish goals and objectives of the project as determined by the Vice President for Student Services.

MINIMUM QUALIFICATIONS
Master's degree and experience in student services programs.
PREFERRED QUALIFICATIONS
Master's degree plus two years experience in student services programs, including managing grant programs. A high level of verbal and written communication skills; building collaborative relationships; training and supervision skills; presentation skills; report preparation and editing, computer word processing and desktop publishing program skills. This position works with a high level of independence and discretion, and is expected to use original thought in problem-solving and leading major grant projects.
