Job Details

The City of Plano seeks a highly motivated, quick learner to join our team as a Water Pump Station Operator in the Pumping Facilities Department. The ideal candidate will be responsible for operating and monitoring our computerized SCADA equipment for all four pump stations, six (6) lift stations, and ten (10) water towers. The Water Pump Station Operator will receive and distribute after-hours calls for service regarding all departments within the City except for Police, Fire, and Animal Services.

The ideal candidate will:

* have at least two (2) years of experience operating SCADA and at least four (4) years working in the pumping (Water Utilities) and wastewater field.

* have a Texas Water Certification Grade C Distribution or higher.

* possess the ability to communicate effectively and professionally over the phone and radio.

The Pumping Facilities Department is a smaller department and works four (4) days on and three (3) days off. The schedule for this position is Wednesday and Thursday 12:00 AM - 8:00 AM and Friday and Saturday 12:00 AM - 12:00 PM

The target hourly rate for this position is $21.50 - 31.18, depending on qualifications. The target hourly rate for candidates with less than six (6) months of experience will be $21.50 - $26.34.

Examples of ESSENTIAL JOB FUNCTIONS

Management reserves the rights to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

* Monitors and controls pump stations, water towers, valves, and wastewater lift stations using computerized supervisory control and data acquisition (SCADA) operating system.

* Coordinates with North Texas Municipal Water District to ensure adequate supply of water is being received in ground storage reservoirs.

* Coordinates Public Works resources with needs requested by other agencies (Police, Fire, EMS, Emergency Management) as well as mutual aid requests from neighboring cities, during emergency conditions or situations.

* Prepares daily reports, call-out logs and records.

* Conducts computer searches to determine water usage and trends so that proper operating adjustments can be made to the pumping system.

* Monitors and controls peak energy shaving operations, energy curtailment periods, and the emergency power generating system.

* Receives, screens and distributes after-hours calls (complaints) for service regarding Water, Sewer, Streets, Signals, Signs, Building Maintenance, Parks, Recreation, Equipment Services, Solid Waste, Health, Code Enforcement, and inspections.

* Receives, logs, and distributes alarm calls on all City buildings and facilities to proper agencies and departments.

* Respond to calls from citizens, field crews, and other departments regarding water related issues or inquiries.

* Performs housekeeping duties in pump station; maintains a clean atmosphere in the Control Room.

* Regular and consistent attendance for the assigned work schedule is essential.

Marginal Duties:

* Performs other duties as assigned.

Typical Decisions: The incumbent must identify abnormal readings or trends in data and make immediate necessary corrections to the pumping system when required. The incumbent must decide when emergency conditions exist and contact the proper agencies, department, or supervisor. Receives after-hours emergency calls and determines what, if any, City personnel should respond.

Minimum Qualifications:

Knowledge of: Operation of high service water and wastewater pumps and motors and dual pressure plain systems; operation of specialized instrumentation and computerized control equipment; operation of power generating equipment and controls; Federal, State, and local regulations pertaining to the operation of water distribution and sewage collection systems.

Skill in: Completing mathematical calculations; interpreting data and trends; remaining courteous and polite when dealing with irate citizens and agencies in stressful situations; working independently on an assigned shift without direct supervision; communicating effectively both verbally and in writing.

Education: High school diploma or GED equivalent.

Experience: Two (2) years of experience in operating a Supervisory Control and Data Acquisition (SCADA) or 4 years working in the pumping (Water Utilities) and wastewater field.

Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements

Licenses and Certifications: Texas Class C driver's license (must obtain within 30 days of hire per state law). Texas Water Certification Grade C Distribution or higher.

Conditions of Employment: Must pass a drug test, driver license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.

Physical Demands and Working Conditions: Must possess mobility to work in and around Water Station; strength, stamina, and mobility to perform light to medium physical work, to work in confined spaces and around machines, and to operate varied hand and power tools and equipment; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, and reach when completing maintenance and cleaning. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 20 pounds.

Employees work in and around buildings and facilities and are exposed to loud noise levels, machinery, mechanical and/or electrical hazards, and chemicals.
