Nature of Work

Under the supervision of the Associate Director, the Workforce Program Manager provides complex administrative work in managing the health care provider recruitment and retention components of the Division of Rural Health & Recruitment.

This position will provide program area leadership, technical assistance, and coordination to assure that recruitment and retention grants, activities and programs are maximally effective and improve the health status of rural, underserved communities in West Virginia.

The position requires a high level of communication skills both verbally and written, as well as customer service and interpersonal relationship skills. All skills associated with leadership and staff development are highly regarded as well as networking, problem solving and negotiation skill sets.

This position ensures compliance with federal, state, and local regulations, laws, policies, and procedures governing the grants and the programs, and has responsibility for the development of standard operating procedures and for monitoring, tracking and reporting of grant/program activities.

The Workforce Program Manager consults with leadership on highly complex individual situations that potentially have significant impact on systems or involve sensitive legal issues. This position provides oversight for all recruitment programs and workforce program staff and monitors the sub-recipient and grant processes to ensure federal funds are expended and deliverables completed within federal and state guidelines.

Minimum Qualifications

Training:Bachelor's Degree from a regionally accredited four-year college or university.

Substitution: Additional experience as described below may be substituted for the required training on a year-for-year basis.

Experience:Four years full-time, equivalent part-time paid or volunteer experience in a technical or program area that is related to the area of employment.

Substitution: Post-graduate education in a field related to the technical or program area may be substituted for the required experience on the basis of fifteen semester hours for one year of experience.
