Salary : $91,365.87 - $111,055.57 AnnuallyLocation : Colton, CAJob Type: Full-timeJob Number: 24/25-00037Department: Public Works & Utility ServicesDivision: Water UtilityOpening Date: 12/23/2024Closing Date: 1/31/2025 11:59 PM PacificDefinitionDEFINITION:Under general direction, supervises, directs, and participates in the maintenance, repair, and activities of the Water Production Department including the operation and maintenance of valves, pumps, wells, booster stations, reservoirs, and related equipment; oversees regulatory water sampling and chlorination to ensure clean potable water for customers; prioritizes and schedules work; assists with budget preparation; prepares a variety of administrative and regulatory reports; provides complex staff assistance to management staff in areas of expertise; and performs related work as required.DISTINGUISHING CHARACTERISTICS:The Water Production Supervisor is the supervisory level class in the series that exercises independent judgment on diverse and specialized water production maintenance and operations activities with accountability and ongoing decision-making responsibilities associated with the work. Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the work of staff and for providing technical support to management in a variety of areas. Performance of the work requires the use of independence, initiative, and discretion within established guidelines. Incumbents in this position may be required to work holidays, evenings, and weekends and be on-call for emergency situations/shifts as needed.SUPERVISION EXERCISED:Exercises direct supervision over lower level staff.   • Plan, organize, assign, supervise, and oversee the daily functions, operations, maintenance, staff, and activities of the City's water production including operations and maintenance of valves, pumps, wells, booster stations, reservoirs, and related equipment.
  • Supervise, plan, organize, and develop evaluation plans, work processes, and system performance guidelines and objectives to ensure regulatory compliance.
  • Assist with the preparation, administration, and monitoring of the division budget; determine funding needed for staffing, equipment, materials, and supplies; ensure compliance with budgeted funding; authorize payment of invoices; perform a variety of operational calculations to improve operations and reduce costs.
  • Participate in the selection, train, motivate, and evaluate assigned personnel; work with employees to correct deficiencies; recommend and implement discipline and termination procedures.
  • Develop and standardize procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities and make recommendations for improvement.
  • Monitor, test, evaluate, and develop operational treatment processes to ensure water treatment operations function efficiently and with minimal interruptions.
  • Reviews, coordinates, and implements local, state, and federal laws and regulations associated with water treatment process operations to ensure compliance.
  • Assist and coordinates plant process operations associated with plant Supervisory Control and Data Acquisition Systems (SCADA).
  • Supervise, inspect, and review the preparation of analytical data; monitor daily operational system processes for efficiency, cost effectiveness, and regulatory compliance.
  • Supervise the maintenance of a solar power plant and an ion exchange treatment plant.
  • Prepare, review, authorize, and submit a variety of operational reports, regulatory reports, recommendations, and correspondence.
  • Provide, plan, and implement training of plant operation staff on new or revised operational methods, processes, and procedures; review the work of staff to ensure compliance with applicable federal, state, and local laws, codes, and regulations; provide technical advice and assistance to operations personnel when needed.
  • Meet with managers, supervisors, and staff to update, inform, and advise regarding goals and objectives.
  • Maintain files, databases, and records related to water treatment and production activities; prepares a variety of written reports, memoranda, and correspondence.
  • Represent the City in meetings with members of other public and private organizations, contractors, and developers, to coordinate operational and regulatory compliance issues.
  • Responds to emergency situations, as necessary.
  • Ensure staff compliance with City and mandated safety rules, regulations, and protocols.
  • Maintain prompt and regular attendance.
  • Performs other duties as assigned.
Qualifications TRAINING AND EXPERIENCE:A typical way to obtain the required qualifications would be:Education:A high school diploma or equivalent is required, supplemented by college level coursework in water science or a related field.ANDExperience: Five (5) years of increasingly responsible experience in water production, water treatment, water quality, or a related field.SPECIAL REQUIREMENTS:
  • Possession of a valid California Class C Driver's License, and to be maintained throughout employment.
  • Possession of a valid California State Water Resources Control Board Grade II Water Treatment Operator Certificate is required. Possession of a valid Grade III Water Treatment Operator Certificate is desired.
  • Possession of a valid California State Water Resources Control Board Grade IV Water Distribution Operator Certificate is required.
  • Possession of a County of San Bernardino Environmental Health Services Certified Backflow Prevention Device Tester is desired.
Additional Requirements:Depending on the needs of the City, the incumbent of this classification may be required to maintain additional licenses or certificates and Continuing Education Units. The incumbent may be required to work outside the traditional work schedule. May be subject to call out/call back or stand-by scheduling. Occupational hazards and standard safety practices and regulations pertaining to the operation of a water treatment plant; safe driving principles and practices. Techniques for effectively representing the City in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations. Methods and techniques of preparing technical and administrative reports, and general business correspondence. City and mandated safety rules, regulations, and protocols.
