The Section Manager is the main Leader for Streetcar Section employees in providing excellent public transit service for both the South Lake Union Streetcar Line, connecting from Fairview through the South Lake Union neighborhood to Westlake, and the First Hill Streetcar Line serving Pioneer Square, the Chinatown/International District, First Hill and Capitol Hill. The Seattle Streetcar provides important connections within the neighborhoods served and to Metro's fixed route bus service and Sound Transit Link service, This leadership role will be entrusted to model and promote teamwork and a continuous-improvement mindset, advance a safety-based culture, inspire high standards of service excellence, coach managers and supervisors toward achievement of shared goals and values, and partner across Metro and with the City of Seattle to deliver an exceptional streetcar experience. King County Metro Transit's Rail Division manages and maintains Sound Transit's Link light rail service and City of Seattle's Streetcar system. Link light rail currently spans a 33-mile route from SeaTac to Lynnwood and a 6.6-mile route from Redmond to South Bellevue. Seattle Streetcar includes the 1.3 mile South Lake Union line and the 2.5 mile First Hill line proudly serving the diverse and vibrant communities around Seattle's downtown core. The Seattle Streetcar system includes two maintenance facilities and a fleet of ten streetcar vehicles. These rail services complement Metro's extensive fixed-route bus system and mobility services.   • Establish, develop and manage the Streetcar Section to deliver high-quality, timely service to customers.
  • Build teams, supervise, and mentor staff within the Streetcar Section.
  • Ensure that employee and public safety continues to be Metro's highest priority, maintaining strict adherence to safety rules and procedures and continually seeking to enhance safety practices.
  • Partner with unions and other internal and external stakeholders to deliver excellent service and build a community-oriented, diverse, and inclusive work environment.
  • Plan and implement strategic goals and policies; ensure compliance with applicable laws, regulations, and policies; analyze and interpret operating policies, procedures, and guidelines; and approve recommendations for improvement.
  • Lead and manage the development of new initiatives, efficiencies, and operational methods; determine and select technology and equipment; and direct program and procedure development, implementation, monitoring, and reporting.
  • Lead, help develop, and motivate employees, helping them to recognize the important role they each play in achieving the overall agency goals and empowering them to perform accordingly.
  • Develop, approve, and monitor budget; determine and allocate resources.
  • Understand data and build reports in Excel and other platforms and develop data sources/metrics/visual management tools to present to teams and leadership.
  • Promote a collaborative working partnership with counterparts at Seattle Department of Transportation.

Experience, Qualifications, Knowledge, Skills We are looking for candidates who meet one (1) of the following qualification options:Option 1: Five (5) years of increasingly responsible management experience, within a Rail environment, which includes experience building and leading teams to successful results.OROption 2: Master's degree in public administration, business administration or other applicable field; and two (2) years of increasingly responsible management experience within a Rail environment which includes experience building and leading teams to successful results.OROption 3: Bachelor's degree in public administration, business administration or other applicable field; and three (3) years of increasingly responsible management experience, within a Rail environment which includes experience building and leading teams to successful results.And
  • Experience forming and maintaining effective partnerships with external transportation partners.
  • Ability to form an effective partnership with our oversight partner and funder, Seattle Department of Transportation (SDOT). The hire for this recruitment must be approved by SDOT.
  • Experience writing rail operations/maintenance plans and creating their supporting budgets.
  • Experience working with labor unions, including developing and nurturing effective, productive relationships with union leadership, respecting established processes and fostering an environment of mutual respect.
