Duties- Plans and implements the military strength personnel operations within HQs, NORAD and USNORTHCOM (N&NC) for Navy, Marine, and Coast Guard service members. Reviews, analyzes, and interprets regulations, directives and reports pertinent to military personnel matters for the N&NC J1and the Commander.
- Performs management advisory services on assigned programs for Navy, Marine, and Coast Guard service members. Directly provides comprehensive and timely advisory/expert guidance to customers at all levels (HQs, JTFs, Subordinate Units, and ODCs) based on consideration of command prioritiesand resources.
- Participates in special initiatives, studies, and projects. Performs and/or directs special projects generated by the N&NC, Jl. When working as the project officer, takes the lead to identify resources needed, establish milestones and goals and ensure key players are moving toward project accomplishment.
- Prepares effective written correspondence and oral presentation of information. Writes a variety of documents to include tasker responses, response to technical inquiries, reports or special studies, scripts for briefings, letters responding to inquiries from employee and other customers, and supplements to regulations and directives.

- This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Qualifications:In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0201.SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of military HRM principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various HR disciplines as well as consultative skill sufficient to resolve complex HRM problems not susceptible to treatment by standard methods; Knowledge of a wide range of military HR laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions such as performance management, assignments, awards/decorations, promotions, conduct issues, education and training, retirement, and other programs to serve as an HR specialist at a MAJCOM, providing staff-level advice to operating HR offices across the command in the development of solutions to complex problems or program improvements. Note: Resume must show supporting details.OREDUCATION: Successfully completed at least three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a major directly related to the position.
