Summary

The Building Mechanical Engineer at NAVFAC is responsible for designing and analyzing the mechanical systems of buildings and waterfront facilities, ensuring they meet operational, safety, and energy-efficiency standards. This role involves mechanical engineering for heating, ventilation, air conditioning (HVAC), plumbing, and waterfront mechanical utilities. The engineer will collaborate with multidisciplinary teams to develop cost-effective, sustainable solutions and ensure that mechanical systems are designed and maintained in compliance with applicable codes and regulations. The position requires expertise in building systems design, project design management, and technical problem-solving to support NAVFAC Northwest's mission to provide high-quality infrastructure for the Navy in our region.

Duties include but not Limited to:

  • Build strong client relationships and deliver mission-driven solutions.
  • Mentor and collaborate effectively with a diverse group of individuals while managing multiple complex capital projects simultaneously within established scope, schedule, and budgets.
  • Ability to develop, implement, monitor, and report on all aspects of a capital project, including goals, scope, schedule, budget, and change control.
  • Knowledge and experience with building codes, sustainable design, life cycle cost analysis, building information modeling (Revit), and related mechanical design software.
  • Design experience in plumbing systems, industrial mechanical utilities, HVAC systems, and HVAC control systems, including drafting Design Build (DB) Requests for Proposals (RFPs), preparing construction drawings and specifications, and testing and accepting critical mechanical systems.

Qualifications

This position has a Selective Placement Factor (SPF) which is CURRENT registration as a Professional Engineer (PE) in any state, District of Columbia, Guam or Puerto Rico. If you meet this requirement, you MUST provide a copy of your current registration with your application. Note - a copy of a wall certificate, without an expiration date, will not serve to verify this requirement.

**Current and Former Competitive Federal Employees**

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:

  • Experience in HVAC, plumbing, and industrial systems, strong project management skills,
  • Experience in design and documentation, proficiency in BIM tools like Revit, and the
  • Ability to collaborate effectively with diverse teams to deliver efficient, sustainable solutions within budget and on schedule.
  • Requirements

    • Must be a US Citizen.
    • Must be determined suitable for federal employment.
    • Must participate in the direct deposit pay program.

    • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
    • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
    • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
    • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
    • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
