Purpose:
The Regulatory and Compliance Analyst performs a variety of tasks in support of the Company's operations in Texas and New Mexico. This position is responsible for ensuring new and planned operations comply with applicable regulations and monitoring current operations on an ongoing basis to ensure compliance with existing regulations and any upcoming regulatory changes. This includes obtaining and processing operations data for use in preparing, reviewing, and submitting administrative filings required by applicable state and local government regulatory agencies, such as the Texas Railroad Commission (TRRC), New Mexico Oil Conservation District (NMOCD).
Role/Responsibilities:
- Coordinate and compile necessary data from engineering, land, and operations teams to prepare and submit permit applications and associated technical documents.
- Organize, maintain, and track permits associated with Salt Water Disposal, produced water recycling, and salt water haulers.
- Prepare, coordinate, complete, and submit monthly, quarterly, annual, or periodic reports in accordance with the applicable permit conditions for Company's permitted facilities and operations. (Disposal/Injection Wells, Commercial Fluid Recycling Facilities, Oil and Gas Waste Hauling).
- Review, summarize, and provide internal guidance regarding permit conditions of approval.
- Provide support and assistance to management and operations teams regarding required permitting actions, project status, and potential challenges.
- Coordinate with other departments to collect and analyze information and data for regulatory reports.
- Work closely with HSE teams to provide support and assistance related to employee training materials, maintenance of records, and updated “best practices” in the event of accidental spills or discharges.
- Support HSE initiatives, including but not limited to, remediation of environmental spills, reclamation of surface damages, and providing details with regards to rules and regulations established by governmental agencies (BLM, NM SLO, TX RRC, EIA, etc.).
- Organize and maintain regulatory compliance schedules.
- Proactively seek to improve systems and data management processes.
- Professionally and courteously interact with regulatory agency personnel.
- Keep abreast of relevant local, state, and federal rules and regulations and agency policies.
- Provide support to Land and Legal departments with respect to coordinating landowner payments, exchanging documents, internal policies, risk mitigation, and other special projects as assigned from time to time.
- Respond to and clear 811 one-call tickets in New Mexico and Texas.
- Submit updates by gathering data and creating accurate reports weekly.
- Design and generate reports, presentations, and correspondence as required.
- Assist operations and engineering teams with weekly, monthly and quarterly water volume reporting, as needed.
- Other responsibilities as assigned.
Qualifications
- Bachelor's degree or equivalent experience.
- 1-3 years of compliance, regulatory permitting, or environmental experience, preferably in Texas and New Mexico.
- A general familiarity with the TRRC and the NMOCD and the filings applicable to Salt Water handling, transporting, disposal, recycling, and re-use.
- Rudimentary understanding of the Salt Water Disposal permitting process.
- Familiarity with local, state and federal regulatory rules and regulations (including new rules proposed by regulatory authorities in Texas and New Mexico).
- Must be flexible and able to handle multiple priorities.
- Ability to treat confidential information with appropriate discretion.
- Strong written and verbal communication skills with a focus on team building and customer relations.
- Organizational, time-management, and problem-solving skills with the ability to meet deadlines.
- Ability to work in high intensity, fast-paced environment.
- Intermediate to advanced proficiency in the Microsoft Office suite (word, excel, power point, etc.).
Physical Requirements:
- Able to sit for long periods of time, repetitive wrist and hand movements
- Able to push, pull, lift, carry maximum weight 35lbs
- In-Office position with occasional travel to governmental agency offices, courthouses, field sites, etc., as needed.
