Coordinate regularly with Public Works, Community Development, and outside agencies to ensure continuity of service. Provide leadership to the Engineering Staff. Serve as a city liaison to the community at large and serve on the City's management team.ESSENTIAL JOB FUNCTIONS/DUTIES & RESPONSIBILITIES: The duties listed below include, but are not limited to, the various types of work that may be performed by individuals in this classification. Any of the following duties may be performed. All employees are expected to maintain professional proficiency by attending conferences and meetings, reviewing reports, reading professional journals, and networking with others in area served; maintain work area in a clean and orderly manner; maintain regular job attendance and adherence to working hours; follow all City policies; follow all established safety rules and procedures.

  • Lead, plan, and assign work tasks; review and evaluate work assignments and performance for all Engineering Department divisions; maintenance of accurate and complete records of department activities. Review and stamp engineering drawings and reports as required.
  • Ensure the public investment in its infrastructure is protected through appropriate maintenance and replacement programs in conjunction with the city's Public Works and Community Development Departments.
  • Oversees the City's utility rate-setting process and ensures that the City reviews its rate structure for the water, sewer, and storm utilities on a regular and periodic basis. Reviews and proposes new financing structures, as needed, to implement the Capital Improvement Program.
  • Responsible for preparation and administration of the departmental budget; maintain and monitor appropriate budgeting and expenditure controls.
  • Demonstrate leadership, support, and guidance for departmental staff.
  • May perform routine Engineering tasks as workload or staffing levels dictate.
  • Responsible for developing short and long-range departmental goals in conjunction with master plans for major infrastructure systems. Gather, interpret, and prepare data for studies, reports, and recommendations. Work with City Manager and Engineering Department staff to advance projects, goal, and opportunities.
  • Responsible for preparation and administration of the departmental budget, including all water, wastewater, stormwater, and streets capital project expenditures; maintain and monitor appropriate capital project budgeting and expenditure controls.
  • Responsible for providing professional guidance to members of City departments, City Council, City Manager, Planning Commission, and others on matter related to the functions of the Engineering Department as appropriate. Attend applicable City meetings as required.
  • Operate a motor vehicle safely and legally.
MANDATORY QUALIFICATIONS:Education & Experience:
  • A Bachelor's Degree in an engineering discipline or related field from an accredited university.
  • A minimum of seven (7) years of experience in public works engineering which includes supervisory responsibilities, or any satisfactory combination of experience and training which demonstrates the skill set to perform the essential job functions/duties and responsibilities.
  • Three (3) years of experience managing staff in an engineering environment.
  • Three (3) years of budgetary experience, which includes forecasting, preparation, and monitoring of an annual budget.
Licenses & Certificates:
  • Registration as a Professional Engineer (Civil) in the State of Oregon, or the ability to acquire within six months of appointment.
  • Possess or obtain a valid Oregon driver license within the first 30 days of employment.
DESIRABLE QUALIFICATIONS:
  • Master's degree in civil engineering or related field is desirable.

  • Accounting principles and practices and government budgeting practices, especially municipal budgeting procedures, policies, and fiscal accounting.

  • Principles, practices, and techniques of municipal water/wastewater treatment operations and maintenance.
Skill in:
  • Personnel supervision.
  • Planning, coordinating, and directing the operations of the Engineering Department to achieve established goals and maximize efficiency.
  • Interpreting, understanding, and applying technical reports, statutes, rules, and regulations.
  • Evaluating work priorities, procedures, and processes to determine their effectiveness and efficiency.
  • Developing and implementing recommendations regarding work method procedures.
  • Interpreting fiscal and accounting procedures, ensuring conformity to appropriate standards.
  • Providing outstanding customer satisfaction (internally and externally).
  • Proficient use of Microsoft Office and applicable specialized software.
