Job Title: Asset Investment Surveyor Contract: Permanent Location: Evesham Hours: 37 (Hybrid) Salary: £40,751 SummaryTo plan, prioritise and ensure delivery of planned and cyclical maintenance programmes and projects on all properties, including budgetary control, contract management, service coordination and administration to ensure that projects are delivered to the agreed standards and achieve the expected levels of customer satisfaction . Responsibilities
- Plan and produce annually, detailed assessments for each property within the designated programme / portfolio, to identify and prioritise the need for improvement works and ensure that the planned maintenance programme is updated accordingly and delivered in line with the Asset Management Strategy.
- Ensure that all planned maintenance projects are managed within time and quality requirements, whilst being financially complete within budget by the end of January each year, including the management of planned maintenance tenders to ensure they are issued and assessed in advance of a new financial year.
- Oversee the implementation, progress, completion, and monitoring of cyclical maintenance programmes, including the development of specifications, schedules, descriptions of works and other technical information.
- Ensure that all contracts and other works are awarded properly, fairly, and equitably in line with the Procurement Policy and associated procedures.
- Prepare programmes of service equipment visits and organise service contracts (excluding mechanical and electrical), inspect assets and review contractor servicing reports to identify and generate any follow-on orders for remedial works.
- Maintain thorough arrangements for and records of contract management quality control and reporting of works and any remedial actions, including all expenditure authorisation monitoring and control.
- Work with Finance to ensure service charges cover items reasonably foreseen as needing future replacement and have sufficient provisions available.
- Ensure that programmes, works specifications, tender invitations, and any contracts prepared, take full account of Construction Design and Management (CDM) Regulations 2015 and any other statutory compliance provisions.
- Ensure that all building control and planning approvals are acquired and recorded for proposed works and that account is taken of Management Agreements as applicable.
- Ensure that customers are consulted properly on proposed works, their costs, and the availability of choices they may have (fittings/fixtures), including preparation of information and attendance at resident meetings in relation to planned and cyclical maintenance programmes.
- Inspect the housing stock, including leasehold flats to evaluate works required to specify materials, work content, trades and working practices involved.
- Assist with the implementation of the Asset Management module within the QL Housing Management System, including maintaining planned/cyclical maintenance records, files, and spreadsheets.
- Carry out Stock Condition Surveys (SCSs) and Housing Health and Safety Rating System (HHSRS) surveys in addition to Fire Risk Assessments (FRAs) in communal areas as required.
- Assist in preparing and issuing Section 20 notices for responsive, cyclical, and planned maintenance works as required.
- Working closely with the Voids Repairs Coordinators, inspect and organise necessary repairs to void properties and ensure all work is completed as quickly as possible to minimise rental loss and in accordance with the void standard.
- Liaise closely with housing/neighbourhood management colleagues to ensure prospective tenants can view void properties early to minimise rental loss. Attend and contribute to regular void meetings to monitor and improve on void turnaround times.
- Investigate complaints and deal with requests for new works or rectification of faulty works and implement such action as is deemed necessary to achieve customer satisfaction.
- Record repairs and the generation of works orders on the QL housing management system, including scrutinising contractors’ invoices for rates charged, hours worked and material charges.
Person Specification
- Experience in all aspects of building maintenance work , background in building surveying or maintenance , using Schedule of Rates to issue and control maintenance work
- Experience of working with building and service contracts, preparing technical reports, specifications, and schedules of work contracts supervision
- Knowledge of housing management
- Current knowledge of health and safety legislation, including CDM regulations
- Understanding of Stock Condition Surveys (SCSs) and the Housing H&S Rating System (HHSRS)
- Ability to develop and maintain effective relationships with internal and external stakeholders
- Ability to prepare clear and concise reports and technical specifications
- Ability to complete and review risk assessments
- Customer focussed, externally and internally.
- IT literate – Microsoft Office software
