Hays are delighted to be partnering with an established West Midlands based public sector organisation to recruit a Category Manager on a permanent basis. This is a newly created role within one of the areas of my clients' substantial procurement team. This role has come about due to a restructuring in the team and my clients' decision to re-imagine the parameters of a previous position. This role reports into a Senior Category Manager and is an all-encompassing role from pre-procurement information gathering to contract negotiation and management. The successful candidate will be someone with strong Category Management experience, ideally within Property or Facilities Management, who is a strong communicator and has the ability to work well autonomously.

This role is paying between £42,000 and £47,000 per annum, along with excellent benefits. This role is mainly home-based, with some requirement to travel into the office for team meetings.The key responsibilities of this role are:

  • To lead, design and implement category strategies across complex areas of spend to deliver measurable procurement improvements.
  • Planning, delivery and leadership of the associated procurement, including pre-procurement activities and marketplace engagement; tender document preparation; tender analysis and contract negotiation and management.
  • Responsible for ensuring all procurement is compliant with Public Contracts Regulations (PCR) and other relevant legislation.
  • Simplifying the supplier landscape and review of existing contracts in order to deliver efficiencies and process improvements.
  • Ensuring we work with the right suppliers who share our values and commitment to our customers.
  • Support colleagues to embed procurement strategy across the Group, promoting best practice.
  • Responsibility for corporate reporting and delivering on secured efficiencies, including data performance reporting and benefits analysis.

The successful applicant will have:

  • Strong category management experience, ideally within Property or Facilities Management.
  • Experience working within the remit of PCR regulations.
  • Strong communication and business partnering skills, across multiple levels of a complex organisation.
  • Previous experience managing or mentoring other members of a team.
  • Experience using specialist technology such as E-Auctions, E-Tendering, Vendor Performance and supplier platforms.
  • Strong commercial acumen and awareness, with excellent negotiation skills.
