Your new roleSouthend Council are looking to appoint a full-time, experienced Commissioning & Research Officer within a 12-month fixed term capacity, to help transform and modernise care and support in Southend.You will co-produce change with people who need support along with their friends, families, and the residents of Southend. You will be accountable for the delivery of outcomes by developing a deep understanding of population needs and service outcomes as well as creating strategies to meet them.This means:

  • Putting local people at the heart of all we do.
  • Being clear what impact our actions have, and on whom.
  • Effective targeting of services to those in most need.
  • Ensuring commissioned services are inclusive, accessible and responsive.
  • Involving local people in identifying issues and co-producing effective responses.

Under the direction of the Head of Service, you will lead on the planning, development, implementation and evaluation of evidence-based commissioning programmes. Developing and using appropriate systems and processes to achieve agreed outcomes. There will also be a need to collaborate with colleagues from across the council, partners and commissioned organisations in order to deliver agreed outcomes.

Within this position, hybrid working opportunities are available. However, you are required to be on-site a minimum of 2 days a week.

What you'll need to succeedTo be successful in this position, you must be educated to degree level or have equivalent experience as well as knowledge of current national social care policy and have an understanding of current NHS national, regional, and local priorities.You must have knowledge of the local health and social care system across Southend, along with experience of quality improvement and policy review/writing.You must have excellent engagement, communication and interpersonal skills, with the ability to meet tight deadlines.
