Salt Recruitment's Public Sector team is seeking an experienced Digital Transformation Programme Manager to lead an exciting and impactful initiative for a local government body in Central London. This is a unique opportunity to manage a transformative programme that aims to modernise and enhance the efficiency of planning services through innovative digital solutions.

As the Digital Transformation Programme Manager, you will take ownership of a pivotal programme within the Planning Services team. Known as the Planning Horizons programme, this initiative focuses on delivering cutting-edge digital solutions to streamline processes, improve user experience, and enhance collaboration across stakeholders.

The Planning Service plays a critical role in shaping the future of this iconic borough, balancing growth and development with preserving its unique character. From processing applications for building developments and land use changes to ensuring compliance with regulations and protecting heritage and green spaces, the service is vital to the borough's success.

You will lead this transformation programme from concept to delivery, overcoming existing challenges and driving progress. Whilst this role does not involve direct line management, you will provide matrix management to project managers, ensuring the seamless execution of the programme.

• Programme Leadership: Drive the delivery of the Planning Horizons programme, managing the full lifecycle from concept to implementation.
• Digital Transformation: Design and implement innovative digital solutions to improve efficiency and modernise the Planning Service.
• Stakeholder Engagement: Work collaboratively with internal and external stakeholders, fostering strong relationships and ensuring alignment with broader organisational goals.
• Matrix Management: Provide guidance and oversight to project managers within the programme.
• Problem-Solving: Bring fresh insights and strategies to overcome existing challenges and ensure successful delivery.

To excel in this role, you will have:

• Programme & Project Management Expertise: A proven track record of managing complex programmes, with a focus on delivering tangible outcomes within tight timeframes.
• Digital Transformation Experience: Demonstrated success in leading large-scale digital transformation initiatives, redesigning service delivery, and implementing innovative technical solutions.
• Relevant Sector Experience: Experience delivering similar transformation programmes within government or public sector organisations, ensuring familiarity with the unique challenges and complexities of the sector.
• Proactive and Adaptive Approach: A results-driven mindset with the ability to take ownership of programmes, address challenges head-on, and deliver meaningful progress with urgency and precision.
• Stakeholder Management Skills: The ability to build strong relationships with diverse stakeholders, fostering collaboration and ensuring alignment with strategic goals.
