Job Description :

Robert Half have exclusively partnered with Stori to recruit an experienced Finance Manager to join their team. Stori work with vulnerable people across Wales who need access to housing and specialist support to get life back on track. This includes individuals and families facing a wide range of challenges, including domestic abuse, mental health problems, substance misuse or other issues.

Role Summary:

As the Finance Manager, supporting the Director of Resources, you will play an active and pivotal role in the Association's leadership, promoting a culture of empowerment and togetherness that efficiently and effectively delivers our vision in an environment where people thrive and want to work.

You will assist the Director of Resources (DofR) in providing a full range of financial management and statutory functions for the Association such as financial reporting, payroll and insurance. You will be responsible for the day-to-day activities of the finance function, the management and development of financial accounting processes and systems, and the production of high quality and timely management information.

Key Responsibilities:

Accounts Management:

  • Maintain and develop Stori's accounting systems and ensure they are compliant with financial reporting standards.
  • Prepare accurate and timely management accounts for review by the Director of Resources (DofR).
  • Lead the preparation of year-end statutory accounts and the statutory audit process.
  • Monitor cash flow and oversee banking and payment arrangements.

Payroll & Pensions:

  • Oversee monthly payroll processing and liaise with HMRC, pension providers, and other stakeholders.
  • Ensure the accurate submission of monthly PAYE and pension contributions.
  • Maintain up-to-date payroll and pensions employee data.

Budgeting & Treasury:

  • Prepare the annual budget and periodic re-forecasts for review by the DofR.
  • Provide budget-holders with financial insights to manage their business areas effectively.
  • Assist the DofR in treasury-related activities, including loan and investment management.

Income & Grants Management:

  • Ensure accurate processing of rent accounting systems and the annual rent increase review.
  • Monitor and report on grant claims and ensure external funding returns comply with grant contracts.
  • Provide financial support for new tenders or project reconfigurations.

Insurance:

  • Manage insurance-related queries and lead the annual renewal process.

General:

  • Support the delivery of Stori's Corporate Plan and promote its values, including equality, diversity, and risk management.
  • Maintain strong relationships with external stakeholders, including auditors, lenders, and Welsh Government representatives.
  • Provide regular supervision and performance appraisals to your team.
  • Continuously update and develop Stori's finance policies and procedures.

Person Specification:

Essential:

  • Experience managing teams and delivering high-quality financial services.
  • A proven track record of producing timely and accurate financial reports.
  • Qualified in a CCAB qualification (ACCA, CIMA, ACA, etc.).
  • Strong analytical skills, with the ability to work with data for reporting purposes.
  • Excellent interpersonal and communication skills, with the ability to build productive relationships.
  • Strong IT skills, including proficiency in Microsoft Office and financial systems.

Desirable:

  • 3-5 years of managerial experience, with commercial and business awareness.
  • Experience within the housing association sector.
  • Welsh speaker.
