Our client is a large local government organisation and looking for an experienced Group Accountant to join their team
This is initially a 3 month contract which may be extended for the right applicant.
You will
To identify, develop and support opportunities and initiatives to transform the delivery of financial services across the business. Co-ordination of budgets, medium term financial plan, service plans and annual accounts closure in accordance with fixed timescales and processes for the whole of the council and at other times as required by clients. Responsible for managing projects assigned by senior officers within the finance team, ensuring effective delivery of the project objectives on time and within agreed budget. In accordance with agreed timetables/deadlines, manage the accurate and timely completion of grant claims, government and other returns, publications and research to both internal & external clients. Liaise with and provide financial advice and training to directors, heads of service and budget holders. Represent Finance within the council at inter-departmental and external financial working groups meetings as & when necessary. On an ad-hoc basis be a member on tender evaluation and grant panels. To identify which bid offers the most economically advantageous proposal for the council based on the criteria specified in the relevant documentation and ensure the financial implications (capitals & revenue) are fully understood at the outset. To take, or advise management to take, and/or direct the team to take corrective action on any matter that would affect the integrity of financial data or the council’s financial performance. To immediately advise the Finance Manager/Business Partner, Head of Finance and/or Director of Finance on any issue that could affect the discharge of the statutory duties of the s151 officer. To manage and motivate staff reporting to the post, ensuring supervisory practices are undertaken, learning and development is proactively supported. Divisional Financial Management & Transformation
Be personally responsible for taking all necessary steps to fully understand the business needs of the client service areas allocated to you and a general awareness for the whole Directorate, such that you can provide expert assistance to management in achieving value for money and service improvement. Provision of monthly reporting, analysis & insight on the performance of each budget. Reporting to include insight on what is driving performance, what actions can be taken to remediate any performance gaps and what actions can be taken to improve performance. Research and maintain awareness of alternative models of service delivery and, in conjunction with budget managers, consider how innovative solutions to service delivery can be implemented within the council and/or with partners.
