Job Description :

We're currently supporting Two Rivers Housing with the appointment of a new Head of Procurement.

Two Rivers Housing are a community-based social housing provider, initially formed as 'Forest of Dean Housing' in 2003, it now manages around 4,600 homes across the Forest of Dean, Gloucestershire and the surrounding area.

Its homes are a mix of modern and traditional properties, which are available for affordable and social rent, Shared Ownership. They also provide supported living for elderly and vulnerable people and a range of other services.

The Head of Procurement will be responsible for managing the end-to-end procurement process for goods and services on behalf of Two Rivers Housing. You will develop and implement the procurement strategy, achieving cost savings and operational efficiency. You'll also manage the associations contracts and registers, along with supporting all teams within the organisation to ensure compliance with procurement legislation.

Key responsibilities

  • Provide expertise on all aspects of procurement, including contract specifications, tendering process and procurement frameworks, ensuring all frameworks are aligned to financial regulations.
  • Ensure any procurements are aligned to the Group corporate plan, the procurement policy and the value for money strategy, identifying efficiencies and improvements across the Group.
  • Manage the Group Contracts Register ensuring it is up-to-date and produce and maintain a procurement pipeline. Undertake an annual spend analysis to ensure compliance with policies and processes and provide assurance to Audit and Risk Committee that the Group is obtaining value for money.
  • Manage, review and update the approved supplier list. Be responsible for any additions or removals. Liaise with all teams within the Group to regularly review.
  • Establish and maintain strong relationships with key suppliers, negotiating favourable terms and conditions.
  • Lead the end to end tender process for high value and high risk contracts and ensure there is a well-documented audit trail.
  • Support and coordinate contract dispute resolutions. Liaise will all relevant parties and develop any actions plans of agreements. Effectively manage contract exits and terminations.
  • Develop in house training sessions for all staff.
  • Ensure our processes help to identify and maintain sustainable, socially inclusive, and responsible standards which remain true to the vision.
  • Encourage small and medium enterprises (SMEs) involvement with procurement activity and monitor and report local spend data annually.

Person specification

  • Professional procurement qualification (CIPS or equivalent).
  • Experience of running tenders in line with the Public Procurement Regulations, OJEU and all other relevant legal/regulatory requirements.
  • Knowledge of tendering and contracting processes.
  • A sound working knowledge of good practice techniques across category, contract and supplier management.
  • Demonstratable experience of supplier selection, negotiation and complex contract management.
  • Experience of partnership and collaborative working.
  • Experience of managing contract dispute resolutions.
  • A sound working knowledge of financial regulations in relation to procurement frameworks.
  • Works well under pressure, working to tight deadlines and delivering services to meet targets.
  • Strongly analytically, with well-developed problem-solving skills.
  • Drive and encourage collaboration across your teams, sharing ideas and removing barriers to successful delivery.
  • Knowledge of construction contracts would be beneficial.
