Job Description :
We are currently recruiting our new Head of Property Services to join us on a permanent basis. You will play a pivotal role in providing strategic and operational leadership for the Responsive Maintenance function, ensuring compliance with legal and statutory obligations. We are looking for an inspiring leader to drive high performance, deliver excellent customer satisfaction, and implement the three-year service improvement plan.About usWe are a social housing landlord and one of the largest housing providers in the region with over 22,000 social and affordable homes, mainly in the Bradford district. Our customers sit at the heart of what we do, and our colleagues are the people who'll help us achieve our vision, which is to create the best customer experience to improve everyday lives.Duties Provide strategic and operational leadership of the Responsive Maintenance delivery function across Incommunities through strong leadership, effective change management, energy and performance focus. Ensure the quality of repairs, maintenance, improvements and complianceservices provided to all customers is to the highest standards and aligned to current Policy, VFM, best practice and targets determined by Incommunities. Deliver our legal and statutory obligations for Responsive Maintenance services including the development, delivery and embeddingof effective strategy, policy, procedures, reporting, systems and training. Rigorously manage and monitor operational performance to achieve a delivery service which is consistently high quality, represents value for money and delivers high levels of customer satisfaction. Establish and maintain an effective health and safety culture within the team, ensuring all aspects of health and safety management are pursued andpromoted and that all staff receive appropriate training enabling them to act in accordancewith all Company health and safety policies and procedures. Ensure all staff are provided with the equipment and resources needed to carry out their duties safely and efficiently. Oversee service transformation and deliveryservice improvement plans ensuring customer voice is central to service design and improvement Develop performance targets, management and utilisation of data systems to monitor, report and drive performance against Responsive Maintenance KPI's, TSM's', Operational Productivity targetsand seek continuous improvement. To keep fully appraised of changes in regulations, best practice, trends and assess the potential impact of these to Incommunities and ensure any resultant changes are made in a timely manner. Prepare and deliver performance reports to Senior Leadership Team, Board and Committees. Work collaboratively and make a positive and creative contribution acrossthe business to deliver service improvements. Develop and maintain partnerships with other agencies, partners and stakeholders on cross-cutting property issues and initiatives, to develop common goals and standards and achieve ambitious, improved outcomes for Incommunities residents. Ensure compliance with Incommunities Financial Regulations and Standing Orders Requirements Experience of working at a senior level within a housing/construction organisation delivering efficient high performing maintenance contracts and programmes and meeting organisational objectives and KPI's. A relevant construction / maintenance related degree or professional qualification. Experience of successful resource management and delivery of cost effective, quality services within constrained resources. Strong financial management skills and an ability to manage large budgets. Ability to work on own initiative and excellent analytical skills using data to inform and make decisions and resolve problems. A relevant construction/maintenance related degree or professional qualification and legislation and regulation. An ability to present the overall vision and values of the service and promote performance delivery to both customers (internal and external) and wider stakeholders. Experience of developing and implementing responsive maintenance strategy, policy and procedure. Experience of identifying and managing key risks and challenges for the service, identifying new risks as they emerge and setting out actions and controls to mitigate these risks. Knowledge of Building Regulations, British Standards, Approved Codes of Practice, CDM regulations, health & safety legislation, Regulatory Framework for Social Housing and standard forms of building contract. Experience of preparing and presenting reports on operational and performance related matters to the Senior Leadership, Boards and Committees. Ability to manage a team in a high challenge environment through continuous improvement and achieve high levels of colleague engagement. Prepared to support the Out of Hours Major Incident Response Team on a rotational basis with other senior colleagues. Full UK Driving License and access to a vehicle.
