We have a new opportunity for an experienced Head of Service to join our team.This is a senior leadership role responsible for overseeing and managing a team dedicated to addressing legal disrepair cases, damp and mould issues, and voids.The successful candidate will play a crucial role in ensuring the group and its key stakeholder meets its statutory obligations under Awaab's Law and other relevant legislation related to housing standards through effectively management of active legal disrepair cases, timeliness of response, tenant satisfaction, compliance, and budgets.Key responsibilities include: Strategic Leadership:
- Develop and implement a robust strategy for addressing legal disrepair, with a particular focus on damp and mould.
- Ensure compliance with relevant legislation (including Awaab's Law), including the Housing Act 2004
- Lead the development and implementation of policies, procedures, and best practices for identifying, assessing, and resolving disrepair issues.
- Represent the group on relevant external forums and partnerships.
Operational Management:
- Oversee the day-to-day operations of the disrepair team, Damp & Mould and Voids including investigations, and completion of works.
- Ensure timely and effective responses to disrepair reports from tenants.
- Monitor and evaluate the performance of the disrepair service, identifying areas for improvement.
- Manage the budget and resources allocated to the disrepair service.
Team Leadership:
- Lead, motivate, and develop a high-performing team of disrepair and Damp and mould staff.
- Provide training and support to staff on disrepair legislation, best practices, and Awaab's Law.
- Foster a positive and inclusive team culture.
Tenant Engagement:
- Build and maintain positive relationships with tenants.
- Effectively communicate with tenants about disrepair issues and the steps being taken to resolve them.
- Ensure that tenant concerns are addressed promptly and fairly.
- Implement effective tenant engagement strategies to improve communication and service delivery.
Data Analysis and Reporting:
- Collect, analyse, and report on disrepair data to identify trends and inform service improvement.
- Prepare regular reports on disrepair performance for senior management and other stakeholders.
- Utilise data to inform resource allocation and decision-making.
Enforcement:
- Work with the Client with regards to legal processes and enforcement powers to address serious disrepair issues.
- Work closely with legal services to ensure compliance with legal requirements
Qualifications
- HNC/HND in construction or related subject and/or equivalent working knowledge (essential).
- Membership of a relevant professional body (e.g., Chartered Institute of Housing), and/or relevant experience
Experience & Skills
- Proven experience in managing housing disrepair services, including experience in dealing with damp and mould and Voids
- In-depth knowledge of housing legislation, including the Housing Act 2004 and Awaab's Law.
- Strong leadership, management, and supervisory skills.
- Excellent communication and interpersonal skills, both written and verbal.
- Ability to build and maintain strong relationships with tenants and other stakeholders.
- Strong analytical and problem-solving skills.
- Experience in budget management and resource allocation.
- Experience in data analysis and reporting.
- Proven ability to work effectively under pressure and meet deadlines.
- Experience in working with vulnerable tenants.
- Experience in using housing management software, including Repairs and Maintenance systems.
Working arrangements:
- Full-Time (36 hours per week, Mon- Fri)
- Permanent
- Location: Dagenham. This is primarily an office based role, with Hybrid working arrangements available in line with business needs.
