About the Team

The Office of Financial Sanctions Implementation (OFSI)

OFSI sits within HM Treasury, has been operational since March 2016 and in its first eight years has quickly established itself as a world-leader in financial sanctions, a key area of financial, foreign and national security policy. It remains front and centre of the financial sanctions response to the Russian invasion of Ukraine.

HM Treasury implements financial sanctions in the UK, and OFSI fulfils this role on its behalf. It leads on the implementation of UN and UK financial sanctions and domestic terrorist asset freezing, providing a high-quality service to the private and charitable sectors, and guidance to help them follow the law. It works closely with law enforcement, intelligence agencies and strategic policy colleagues across Whitehall and beyond to help ensure that financial sanctions are accurately understood, implemented and enforced. OFSI has important partner relationships in the regulated financial services sector, the primary implementers of financial sanctions, and is an integral part of the sanctions community worldwide.

About the Job

In this role, you will:

  • You will need to lead investigations on the most complex cases, working at a high level of autonomy obtaining and assessing evidence from a variety of sources in a structured and methodical way to determine the most appropriate compliance recommendations outcome on difficult matters. In many of these cases the post holder will need to work independently in areas with no established precedents with material factors differing to previous investigations.
  • Overseeing a portfolio of enforcement cases – utilising case management and prioritisation techniques whilst ensuring compliance with internal policies and procedures. You will both act as primary caseworker on a number of complex cases, as well as supporting and acting as secondary caseworker on other cases within the unit.
  • Act as first line triage supervisor for one week out of every six, providing guidance to Enforcement triage officers on incoming suspected breach cases and making quick decisions on case resolution or immediate actions.
  • Providing concise, accurate and timely advice, orally and in writing, to Enforcement management and senior officials on the investigations for which you are responsible. This could include Ministers when cases reach review stage.
  • Line management of at least one member of staff, ensuring they receive the right support and training needed to excel in their role, providing expert technical mentorship and advice.
  • Supporting on operational and strategic policy and appropriate decision-making on a wide variety of enforcement issues including effective triaging, casework assessment and management information.

    • We are recruiting for an SEO position within the Enforcement Unit. This is an exciting, diverse role, that will provide opportunities for you to work at the forefront of financial sanctions implementation.

    OFSI’s Enforcement Unit is responsible for the civil enforcement of financial sanctions and the oil price cap on Russian oil in the UK. This includes investigating suspected sanctions breaches and assessing evidence to respond to non-compliance using the wide range of enforcement tools at OFSI’s disposal, including imposing large monetary penalties.
