PART-QUALIFIED ACCOUNTANT - PUBLIC SECTOR – BELFAST CITY CENTRE
SALARY: £34,524 - £35,712 per annum
EMPLOYMENT: Full-time, Permanent, Hybrid Working Pattern (2 days in office)
Reed Accountancy is partnered with an established and reputable organisation in Belfast City Centre in the appointment of an experienced, Part-Qualified Accountant to join their team.
The successful candidate will be responsible for financial management of the organisation including budget management, centralised reporting of project financial information, and management of project cashflows. The part-qualified accountant will also be responsible for the organisations claim submissions, ensuring eligibility of project related expenditure and liaison with the external project controller. The successful candidate will play a key co-ordination role on all financial aspects of project delivery.
Key responsibilities include:
- Financial management including budgeting and cashflow management.
- Preparation of claim submissions to the external project controller, including provision of audit documentation in respect of claims verification.
- Preparation of consolidated financial reports.
- Assist in the preparation of Annual Accounts, in line with Government Accounting standards for submission to the Northern Ireland Audit Office and Companies House.
- Assist with financial month end on a timely basis to include preparation of financial reporting packs for key stakeholders.
- Ensure that the organisation fulfils its financial management and reporting commitments.
- Provide advice to project partners on all programme rules and procurement activities in accordance with relevant guidelines/legislation
- Support management team in the co-ordination and cascading of project outcomes to intermediate and lower-level operational plans and targets.
- Assist in the development and implementation of Corporate and Delivery Plan.
- Facilitate ad hoc requests from the Senior Management Team and Board for project reporting.
Essential Criteria:
1. By the closing date for applications, candidates must be a part-qualified member of one of the professional bodies listed below:
- The Chartered Institute of Management Accountants
- Chartered Accountants Ireland
- The Institute of Chartered Accountants in Scotland
- The Institute of Chartered Accountants in England and Wales
- The Association of Chartered Certified Accountants
- The Chartered Institute of Public Finance and Accountancy
- The Institute of Certified Public Accounts in Ireland; or equivalent
OR
- A Fully Qualified Accounting Technician
2. A minimum of 2 years’ practical experience in all of the following areas:
- Budget management including analysis of variances and preparation of reports for senior management.
- Use of Microsoft Excel for data manipulation and reporting, including use of advanced functionality (for example VLOOKUPs and pivot tables).
- Month end closure to include reconciliation of control accounts and compilation of month end management accounts.
- Internal or external audit processes, including the implementation of audit recommendations.
- Working with non-financial departments within an organisation to provide finance support and analysis.
- Developing processes and procedures to include implementation of best practice arrangements.
