We have an exciting opportunity for an experienced People Change Business Partner to join the Civil Nuclear Constabulary at their location in Abingdon.
This will be working Monday to Friday 37.5 hours a week.

Department Purpose
To lead, coordinate and oversee the delivery of the people change workstreams of projects, programmes and change initiatives in support of strategic objectives, organisational development and business improvement. To provide advice and support to the Executive, SROs and managers leading change and to other HR professionals developing people solutions and supporting change. To provide a centre of excellence capability in People Change and Organisational Design for the People Directorate and the wider CNC and to support the overall delivery of Directorate priorities.
Job Purpose
To plan, lead and coordinate the delivery of the People workstream of allocated Programmes, Projects and change initiatives impacting officers and staff in the CNC using Change and Project Management methodologies and expertise to inform planning and knowledge of employment law and HR practice to ensure effective delivery and risk identification and management. Including delivery of formal People Change processes and wider related activity/interdependencies necessary to deliver and embed the change and intended benefits.
The role holder is responsible for planning and delivery of the people elements of assigned programmes, projects and other change initiatives; leading workstreams, planning activity, identifying and managing interdependencies and risks, advising on employment law and policy related to change implementation (including any potential impacts engaging equalities legislation and case law) and forecasting expenditure, assessing impacts on related budgets. The role holder will have authority to approve purchases and change requests to a maximum value of £2.5K.
- End-to-end responsibility for defining and delivering the people elements of assigned change programmes, projects and initiatives in support of organisational strategy and departmental objectives.
- Leading people workstreams; controlling and coordinating required activity in order to ensure formal people change processes and other related/interdependent elements are delivered successfully to agreed timescales.
- Develop People delivery plans using change and project management methodologies and expertise. Identify stakeholders, interdependencies, solutions and opportunities, and actively identify and manage risks and issues
- ProvideSME People Change and/or OD support and guidance to Programme, Project and Business Change Manager(s) and wider Programme/Project teams, to Business Leads and managers within the business and to other HR professionals supporting
- change on people solutions, legislative and case law compliance and the most effective tactical implementation methods to deliver project outputs pre, during and post formal people change processes
- Facilitate workshops and other forums for change readiness/resistance assessment, people related issue identification and problem solving, stakeholder identification, mapping and engagement
- Acting as the main point of contact for all matters related to assigned projects, including direct liaison with internal and external project stakeholders; preparing reports to ensure stakeholders are kept fully informed of project status and progress; promoting effective cross-team project working; taking responsibility for ensuring project quality with a comprehensive understanding and awareness of process dependencies and project implications
- Development and implementation of engagement plans for impacted staff ensuring that change initiatives are embedded and benefits realised
- Ensure ongoing engagement with business as usual functions and teams and plan and deliver the effective transition of the programme, project or initiative to business as usual
- Participate in and where appropriate facilitate lessons learned exercises as part of programme/project closure, compiling and documenting people related outcomes and incorporating them into working practices and published processes to deliver continuous improvement in people change
Knowledge, Skills and Experience:
- Previous People Change or Generalist HR experience, (or recent line management experience) including experience of planning and leading the people elements of significant change initiatives
- CIPD qualified or willing to work towards CIPD qualification is essential. Formal project management experience and accreditation (e.g. APM Project Manager or PRINCE 2 Practitioner) is highly desirable
- Knowledge of project management methodologies, including risk management, stakeholder identification and mapping, resource and budget planning & estimating, and benefits realisation
- Understanding of and ability to apply employment law as it relates to contract changes, redundancy, redeployment and EDI
- Organisational design experience or proven capability to define, shape and lead change. Excellent problem solving skills and experience of identifying people issues and solutions in a complex organisational setting
- Understanding of wider business processes such as workforce planning, budget and financial planning and management, systems interfacing with people change
- Facilitator with a command of relevant techniques
- Ability to build, lead and effectively manage teams using both direct and matrix management approaches
- Well-developed liaison, interpersonal and communication skills at all levels. Strong influencing and problem solving skills,Presentations skills both written and verbal,Stakeholder and communications management skills
