Job Description :

The Cayman Islands Government, Strategic Reform Implementation Unit, within the Office of the Deputy Governor is currently inviting applications for the following roles within a professional and high performing entity with an excellent work culture.

The post holder will be responsible for developing best-practice business case standards and methodologies for implementation across the Civil Service. They will offer training and hands-on support to senior managers, policy advisers and project professionals within the Civil Service; and drive continuous improvement and help ensure adherence across the Civil Service to best practice standards in business case development. This role requires a combination of technical expertise, leadership abilities, and interpersonal skills to support business case development efforts within the ODG and across the Civil Service, effectively contributing to: the development of robust business cases using best practice methodologies and processes; enhancing project success and delivering maximum value for the Government and people of the Cayman Islands; and decreasing reliance on external consultants for business case development.

Role Requirements:

  • A Bachelor’s Degree in a related subject, such as business administration, finance, economics or public administration.
  • Project Management certification, such as Project Management Professional (PMP), PRINCE2 Practitioner, Certified ScrumMaster (CSM), or Agile Certified Practitioner (PMI-ACP).
  • In-depth understanding and certification in business case development methodologies, such as HM Treasury Green Book, with a proven ability to apply them effectively in different contexts.
  • A minimum of five (5) years’ experience working in project management, business analysis, strategic planning, or a related field, with a focus on business case development and investment appraisal processes, preferably within government or large organizations.
  • Demonstrable and extensive experience in effective use of benefits management techniques, processes and tools within large-scale, organisation-wide programmes.
  • Demonstrated ability to engage and influence stakeholders at various levels of the organization, including senior leadership, project sponsors, and cross-functional teams.
  • Certification in training delivery, facilitation techniques, or adult learning principles, or demonstrated experience in the effectively delivery of training and development programs.
