Procurement Manager

A key role with a high degree of visibility and profile, you will take ownership of and continue to embed a small high-performing team, with responsibility for the sourcing and procurement of strategic goods (indirect), services and works, global trade compliance and logistics, and the maintenance and development of Procurement & Supply Chain (P&SC), policies, processes, systems and tools.?

The role will see you responsible for building and maintaining strong relationships with internal and external stakeholders, ensuring the timely achievement of key milestones. You will also provide expert guidance to decentralised procurement teams, empowering them to operate independently. Additionally, you will ensure that strategic suppliers meet their obligations and deliver consistent performance.

Key Accountabilities:

Procurement:

  • Acting as the most senior tactical subject matter expert for the assigned areas of procurement responsibility (initially to include, but not limited to, facilities, estate & support services (including logistics), utilities, HR & professional services, travel & fleet, and workwear & personal protective equipment), work collaboratively with key stakeholders and budget holders across the business, on an ongoing basis, to understand strategic purchasing needs and plan accordingly.
  • Provide professional support & advice to the business on how to best balance commercial supply arrangements, addressing cost, risk, service, innovation and operational management, whilst taking a whole life cost approach.
  • In conjunction with the Head of Supply Chain - Partnerships and Supply Chain Director, develop and maintain a comprehensive, fully categorised, forward plan, prioritising opportunities based on business need, whilst remaining conscious of the need to deliver cost reductions and value, drive operating efficiencies, improved quality, and the timely delivery of required goods, services and works.
  • Progressively procure to the forward plan using appropriate procurement strategies,- Issuing RFXs and POs to source and select appropriate goods, services and works;- In conjunction with Legal (and the requestor) draft and negotiate contracts and service level agreements in accordance with standards.
  • Ensure sustainability, innovation and risk management, collaboration, quality, health and safety & well-being are effectively considered and provided for within procured contracts.
  • Maintain data accuracy across purchase to pay solutions and tools.
  • Routinely report on progress against the forward plan, wider team activities and achievements.
  • Support wider SC&P operations, supply chain assurance, risk management, supplier relationship & performance management and sustainability initiatives.

o Act as line manager to procurement focused resources, supporting and guiding them in their roles, and undertake the mandatory duties associated therewith under HR policy.Systems, processes, and tools:

  • Develop and maintain a comprehensive, fully categorised, forward work plan for the advancement, development and maintenance of P&SC policies, processes, systems, and tools.
  • Line management responsibility for our Supply Chain Analyst, supporting the business with Procurement & Supply Chain analytics. Provision of Business Intelligence, including KPI & Operational reporting to enable optimisation, transparency and insight to sourcing opportunities and market trends through spend and market analysis.
  • Establish, drive and report smart performance metrics / a balanced scorecard for the team and wider supply base.
  • With assigned resources accountable for their delivery to the work plan, act as point of escalation for those resources, providing guidance, leadership, and assistance in the resolution of issues, escalating to the Head of Supply Chain - Partnerships, as appropriate.

Logistics:

  • With assigned resources accountable for services delivery, act as a point of escalation for global trade compliance and logistics issues, directing queries to relevant internal and external subject matter experts.
  • Line manager to assigned global trade compliance and logistics resources, supporting and guiding them in their roles.

Knowledge and skills required for the role:

  • Relevant degree or MCIPS (working towards, or willingness to achieve via the Management Entry Route, with support)
  • Several years’ experience in a procurement role, managing purchasing, suppliers, contracts and stakeholders.
  • Experience across:
  • a range of spend categories where you have successfully implemented change through developing and applying procurement and supply chain strategies
  • in market engagement, defining specifications, managing complex risks, and driving commercial excellence through the supply chain
  • Managing procurement systems and tools
  • Global trade and compliance knowledge
  • Strong ability to develop and manage stakeholder engagement plans in a complex environment, across multiple individuals, teams, and business units
