Procurement Business Partner 

  • Location: Hutton, Preston
  • Salary: Level 5 CIPS – £16.22 to £18.41 per hour Level 6 MCIPS - £18.41 to £20.63 per hour
  • Job Type: Full-time Temporary

We are seeking a Procurement Business Partner to provide a high-quality procurement function, supporting the Procurement and Contracts Manager. This role involves undertaking tendering exercises, managing contracts, and ensuring compliance with EU Directives, Public Contract Regulations, and organisational policies.

Day-to-day of the role:

  • Undertake tendering exercises in compliance with EU Directives and Public Contract Regulations.
  • Support internal and external stakeholders on procurement projects.
  • Deliver presentations and briefings on procurement regulations and directives.
  • Lead, negotiate, construct, and manage diverse and complex procurement contracts.
  • Proactively manage contracts to identify savings, efficiencies, and achieve value for money.
  • Contribute to procurement meetings at various levels and lead on initiatives as appropriate.
  • Advise on tendering procedures to ensure compliance with organisational policies and relevant legislation.
  • Support high-value projects, handling technical and legal queries.
  • Conduct market testing, supplier appraisal, and vendor rating for projects exceeding £100k.
  • Report on spend trends and maintain accurate contract information.
  • Demonstrate commitment to value for money and high-quality service.
  • Promote and comply with equality and health & safety obligations.

Required Skills & Qualifications:

  • Experience in procurement within a public sector or similar environment.
  • Level 5 CIPS or Level 6 MCIPS Essential.
  • Knowledge of EU Directives, Public Contract Regulations, and tendering procedures.
  • Ability to manage complex contracts and negotiate effectively.
  • Strong presentation and stakeholder engagement skills.
  • Analytical skills with the ability to produce accurate reports.
  • Commitment to continuous professional development.
  • Understanding of equality and health & safety legislation.
