Position Overview
The primary responsibility of this role is to ensure that the design and construction of highway infrastructure works, both new developments and improvements to the existing network, meet the approval standards of the Highway Authority for adoption as public highways, to be maintained at public expense.
This position requires the effective management of highway works (funded by developers) linked to approved planning consents, ensuring designs and implementations align with planning obligations and relevant policies.
The successful candidate will bring a comprehensive understanding of Highway legislation, including Construction (Design and Management) Regulations, and a broad experience of engineering techniques and procedures. They will be required to engage with both internal and external stakeholders, strategic partners, and other service providers from the detailed design phase through to the end of the Maintenance Period.
Key Responsibilities
- Contribute to the formulation of policies, plans, procedures, and practices that support economic and community objectives, introducing new practices to enhance efficiency and incorporate technological advancements.
- Support the delivery of the work programme, ensuring projects are completed within budget, schedule, and meet the required quality standards.
- Manage the budget for specific work programmes, ensuring cost-effectiveness.
- Assist the Highway Authority in coordinating consultations with the Local Planning Authority for proposed developments.
- Approve detailed designs and ensure compliance with planning conditions and obligations.
- Attend and/or lead meetings, providing timely responses to site and design-related queries.
- Engage in extensive stakeholder communication, both internally and externally.
- Ensure all statutory processes are adhered to, where necessary.
- Oversee legal agreements to facilitate the adoption of developers’ infrastructure works as public highways.
- Provide accurate and prompt advice to County Councillors, District Members, Parish Councils, and the public on highway-related issues.
- Lead and direct team members on all aspects of the highway service, providing technical guidance.
- Achieve individual and team targets set within the annual performance management framework.
Required Skills and Experience
- A degree or equivalent qualification in a relevant field, or proven experience in highways and/or transportation.
- A record of professional development and in-depth knowledge in the field, with membership of a professional body such as CIHT being advantageous.
- Expert understanding of Highway Legislation, design standards, and best practice, alongside a broad range of engineering and service techniques.
- In-depth knowledge of national guidelines, legislation, and regulations concerning highway scheme design and implementation, with particular expertise in the Highway Act 1980 and CDM 2015.
- Strong experience in applying all relevant Health and Safety legislation.
- Ability to foster collaborative and influential partnerships and networks, driving joint delivery.
- Proven project management experience, with familiarity in project management tools and Microsoft Office applications.
