- To manage the CYPD Hub, ensuring high quality in the delivery of intervention and integrated services for all disabled children/young people and their families in accordance with statutory requirements.
- To ensure that children/young people and families referred to the Hub receive appropriate services relevant to their needs.
- To be responsible for the main operational elements of premises management, including finance, administration, data collection and information management, buildings maintenance and the associated health and safety considerations.
- To ensure delivery of services are managed within budget and in line with quality standards.
- To be the main point of contact for families contacting the centre, developing a comprehensive bank of local information on support and advice services for families with young children.
- To ensure the quality and standards of professional practice and performance are achieved.
Specific Accountabilities of the Role
- To be a member of the local CYPD management team to provide support to the Service Manager and to participate as representatives of the Council as required in other structures established for multi-agency working.
- Contribute to the development and dissemination of operational policy and procedures and provide practice guidance, making use of legislation, national guidelines and research to ensure that the highest standards are achieved and maintained.
- Support all members of the team by ensuring regular supervision, appraisal and communication on an individual and team basis to ensure an informed and professional approach to service delivery and an awareness of the changing national and local demands and priorities by the implementation of appropriate performance review mechanisms.
- Promote evidence-based practice in the team and to manage, monitor and ensure the effective delivery of the service.
- To set objectives and targets linked to national and local performance indicators, legislation and guidance including the provision of regular and reliable management information and its analysis to inform the continuous improvement to services.
- To be the strategic lead for all safeguarding and child protection issues raised by the team and ensure cases are appropriately escalated and all staff safeguarding training is regularly updated.
- To have an extensive working knowledge of local service provision and to act as first point of contact for families, signposting as appropriate.
- To develop collaborative working with multi-agency partners including social workers, EHC team, Occupational Therapy, voluntary sector etc to ensure that the holistic needs of the children are understood.
- To quality assure advice provided by staff for Education Health and Care Plans.
- To identify appropriate training and development programmes for Hub staff.
- To allocate and provide detailed management oversight on new or stepped down referrals. To oversee the community work and early help assessments aimed at intervening early to support families to care for their children.
- To consult with parents and carers and develop programmes and activities which are responsive to local needs and provide positive experiences for children and young people.
- To be responsible, with the Service Manager, for the recruitment needs of the team including advertising, shortlisting and interviewing prospective candidates.
- To be responsible for assigned budget expenditure, to assist in budget management, maintaining proper financial records and monitoring compliance with financial procedures.
- To demonstrate awareness of best value and to encourage income generation through use of the Hub facilities by community partners.
- To develop effective working partnerships across the council and with key strategic partners.
- To take day-to-day responsibility for ensuring the maintenance, security and effective supervision of the centre buildings, their contents and of the centre grounds.
- Take day-to-day responsibility for health and safety of staff and visitors in the Hub; developing, maintaining and reviewing the centre’s health and safety policy and practice in line with Council policy, and ensuring staff practice and service delivery full takes into account health and safety considerations.
- To maintain accurate records in line with Departmental policy.
- To be responsible for personal and professional development and seeking evidence of good practice.
